This is a Health System Specialist - Associate Group Practice Manager job opportunity with the Central Alabama VA Medical Center.

Duties

The Associate Group Practice Manager (GPM) provides oversight and administrative management to assigned ambulatory care services at the Central Alabama VA Medical Center and surrounding Community Based Outpatient Clinics (CBOCs) as it relates to access of care. The incumbent will be assigned an area of responsibility within primary care, mental health, specialty care, and ambulatory surgery as well as other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model. The Associate GPM will be responsible for supporting high quality, accessible, cost effective health care services and will ensure a high quality patient experience for the Veteran by acting on feedback from the Veteran, his/her family and/or significant others, the Medical Center employees, and expert clinical staff. In addition, the incumbent will work closely with the GPM to develop strategic plans for the facility as it relates to access to care. The incumbent will measure and assess clinical business activities with an emphasis on improving clinical product line performance. Central to the Associate GPM role is ensuring an exceptional Veteran patient experience through effective development, standardization, implementation, and sustainment of key operational/business processes, including scheduling practices to ensure efficient management of the clinic(s). The incumbent will identify and implement improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through an in-depth analysis of in-house and non-VA provided care. The Associate GPM will continuously evaluate the current outpatient service model within the Central Alabama VA Medical Center, VISN 7, and throughout the Veterans Health Administration (VHA) in order to propose national access changes that may result in extensive changes of VA policy. S/he may make recommendations which will obligate or dedicate substantial VHA resources. S/he will possess expertise with a wide range of qualitative/quantitative as well as analytical/evaluative methods for the development and management of major administrative programs aimed at the assessment and improvement of program effectiveness. S/he will collaborate with Medical Center personnel to integrate data analytics and measures with continuous process improvement using LEAN, Six Sigma, and other improvement methodologies to meet and sustain the Medical Center's goals and objectives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-12 grade position you must have served 52 weeks at the GS-11 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates the one-year Time-In-Grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An Individual Occupational Requirement (IOR) is a basic requirement which must be met in order to qualify for entry into this job series. In order to qualify for the GS-0671 job series, all applicants must meet one of the following: Undergraduate and Graduate Education: Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/ or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-12 SPECIALIZED EXPERIENCE: In addition to the IOR listed above, all applicants must also meet one (1) year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience for this position include: Reviewing and evaluating local processes and procedures to determine areas of effectiveness, efficiency and improvement for proposal at the national level. Leading program planning and execution for VHA-approved programs of clinic practice management at the facility level. Working with facility personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma and other improvement methodologies to meet and sustain goals and objectives. Using advanced principles and strategies for access improvement; reviewing and providing guidance to identify strategies to reduce backlog; overseeing and monitoring existing or emerging workflow issues. Leading data analyses of performance related to existing internal and/or external requirements. You will be rated on the following Competencies for this position: Organizational Stewardship Analytical Reasoning Customer Service Communication Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Position may require extensive walking per day to meet with Medical Center pentad and other clinical personnel. Trips to satellite outpatient clinics will be necessary and involves transportation either via facility vehicle or personal vehicle.
