Accounting Technician is located on site at the Medical Center. This position will perform reviews and analysis to insure the integrity of the overall general ledger controls and the accuracy of the ledger balances with the subsidiary records and associated reports. In this position you will utilize and interpret various guidelines contained in accounting manuals, agency regulations, station policies, Department directives and established practices and procedures.
Duties
Specific duties include, but is not limited, to the following:
Receiving, reviewing, assuring completeness, compliance of established procedures and availability of funds on obligation documents within systems.
Assigning proper accounting entries for documents and verifying documents.
Verifying/reviewing FMS reject messages on transactions; determining correct coding and re-inputs transactions under established guidelines.
Compiles IFCAP receiving report listing for comparing to obligation documents in order to determine correctness, liquidate undelivered orders and established payables.
Reviewing credit memorandums and reclaim documents for completeness.
Examines daily Processed Reference Listing (PRL), to ensure all IFCAP transmission data interfaced accordingly.
Data entry and collaboration with services across the entire hospital network and follow up with internal and external customers
Customer service interactions with veterans and internal departments
Process improvement and update, Accounts Receivable management and Basic Reconciliations
Review and execute billing statements, purchase orders, and cash management.

NOTE: This is a TERM appointment (not-to-exceed 366 days).
Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year, but not more than 4).Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases, Federal Employees Retirement System, and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: For the GS-6 grade level, you must have one year of specialized experience equivalent to at least the next lower grade level (GS-5). NOTE: Specialized experience includes performing the work independently and with minimum supervision; relying upon professional knowledge and experience to arrive at sound decision; consulting with Senior/Junior Staff Accountant, Chief Accounting Department (CAD), and senior agent cashier on unusual and more complex concerns; independently performing continuing assignments, including the preparation of periodic special reports; and, accomplishing assigned work within time requirements, performing daily assignments independently and resolving concerns on the basis of past precedents and past interpretation of policy.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Physical demands are of the type that would normally occur in an office environment. Stress levels mount during regularly occurring accounting timeframe deadlines - monthly, quarterly and end-of-fiscal year. The majority of time is spent seated. Requires some walking, bending, standing, lifting and climbing stairs.
