The primary purpose of this position is to serve as a senior Air Force program analyst on the Personnel and Training Panel providing analysis and input in developing, evaluating, coordinating and implementing planning and programming actions associated with the annual Strategy, Planning, Programming, Budgeting and Execution Process (SPPBE).
Duties
Develops, interprets, and implements policies and procedures to provide SPPBE guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints that support Personnel objectives and are consistent with DoD and Air Force direction.
Develops new methods for testing, evaluating and analyzing the effectiveness of planning, programming, and budget actions/processes in assigned Air Force programs in support of major Air Force mission and operational plans.
Prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Establishes and maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to integrate Air Force SPPBE support actions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide SPPBE guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts; (2) comprehensive knowledge of the Federal, DOD, and Air Force strategy, planning, programming, budgeting, execution process (SPPBE); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; (3) high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions; (4) ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Department of Defense Strategy, Planning, Programming, Budgeting and Execution Process (SPPBE) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of major war, mobilization, and other contingency and operational plans.
2. Knowledge of military service plan and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the SPPBE process supports them.
4. Knowledge of and skill in Air Force personnel policy and operations as it applies to assigned programs.
5. Skill in developing budget forecasts, cost projections, financial exhibits, unfunded requirements justification, POM narratives, offsets and disconnects, reclamas and issue papers.
6. Knowledge of the Air Force Automated Budget Interactive Environment System (ABIDES) and related systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
