Duties

The primary purpose of this position is: to serve as the United States European Command (EUCOM) Integrator to the J533 International Engagements Branch, Strategic Engagement Division in the Strategy, Plans & Policy Directorate of a Unified Combatant Command. The incumbent is responsible for evaluating and researching strategies, plans, and policies associated with EUCOM/NATO integration. Plan, synchronize, and execute international engagements across the European continent, as well as engagements involving U.S. Space Command and EUCOM/NATO equities. Coordinate and de-conflict operations, plans, policies, and strategies with adjacent U.S. Space Command joint directorates, as well as J52 Integrated Planning Element (IPE) members supporting EUCOM. Integrates UCP assigned missions that are of national scope, interest, and significance; requiring daily interaction with command Flag Officers within U.S. Space Command and amongst the services, combatant commands, component commands, as well as OSD, JCS, USG Departments, and international equivalents. Duties: As a EUCOM Integrator, plans, organizes, and executes the activities in support of the J533 Branch Chief. Participate in policy, plans, and strategy development. Directs and orchestrates the formulation, integration, coordination, and implementation of J533 Branch Chief's vision and intent. Serves as technical advisor to J533 Branch Chief, J53 Division Chief, and the USSPACECOM J5 by providing technical advice and analysis applicable to EUCOM/NATO integration. Participate in command contingency planning operations, experiments, exercises, and wargames that support joint planning at USSPACECOM and other combatant commands.

  • Work will require travel away from the normal duty station to include on military or commercial aircraft
  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
  • Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), (cont'd)

Conditions of Employment: (cont'd) Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to strategic operational plans; knowledge of assigned annex/subject matter area operations concepts, employment, tactics, techniques and procedures in order to develop, analyze, select and implement recommendations that relate to campaign and contingency planning on behalf of organization; comprehensive knowledge of the military joint planning process. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of USSPACECOM, USEUCOM, and NATO plans, policies, strategies including military and civil operations, regulations, practices, procedures, resources, information processes, space systems (on orbit and terrestrial), and architectures as it relates to the space domain. Expert knowledge and previous participation in European/NATO international engagements such as conferences, working groups, bilateral/multilateral engagements, symposiums, and United Nations events. Extensive travel to the European continent, cultural understanding, and European language skills (French/German/Italian) is a bonus. Ability to plan, organize, and execute EUCOM integration functions, while keeping the J533 Branch Chief, J53 Division Chief, and USSPACECOM J5 apprised of EUCOM/NATO integration efforts and engagements. Ability to plan, coordinate, and collaborate amongst multiple DoD, Civil Agencies, and international organizations, at all echelons, to meet program requirements and objectives within available resources. Ability to effectively communicate orally, in writing, and graphically. Ability to use Microsoft applications (e.g. Word, Excel, PowerPoint), as well as archive products on the USSPACECOM SharePoint site and develop post engagement products (lessons learned, after action reviews, trip reports, etc.) Skill in organizing and leading study teams tasked to originate new ideas, projects and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
