Duties
As a Division Director HUB Office of Public Housing, you will:
-Provide administrative and technical supervision of assigned staff that provides performance oversight, compliance assurance, technical assistance, coordination, and program implementation for Public Housing Authorities (PHAs) under the jurisdiction of the office.
-Resolve sensitive issues by interpreting and applying new and existing policy and procedural instructions issued by the Field and/or Headquarters' offices for staff and PHAs.
-Maintain contact with PHA directors; local, State and Federal government officials; resident groups; private sector executives; local elected officials; and associations to improve PHA performance and resolve sensitive and controversial issues.
-Assess PHA's performance, concerns, broad trends, and technical assistance needs through a risk assessment process.
-Formulate and ensure policy implementation and provide constructive feedback to Office Director, and take and/or recommend action on special initiatives. Coordinate activities with on-site or remote Troubled Agency Recovery staff, other Management Center staff, Program Center and Headquarters staff.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
-Performing project management duties that include operations, budgeting, or strategic planning; AND
-Managing or leading a team that oversees the performance and implementation of the Housing Choice
Voucher Program and/or Public Housing Program
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
