This position is located in the Office of the Program Executive Director (PED), Program Integration Office (PIO) in the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Congressional Liaison Representative.
Duties

In this position, you will serve as Program Specialist (Congressional Liaison). Typical work assignments include: The incumbent collaborates with the Program Director to develop required responses to congressional inquiries from members of Congress concerns/questions/issues relating to EHRM IO deployment of the modernization of the VA's electronic health record. The primary purpose of this position is to provide support to the Director, assist staff office and the VA's Office of Congressional Legislative Affairs (OCLA) in responding to congressional inquiries, timely submission, and conducting substantial research and analysis on correspondence and legislative issues that are sensitive and highly visible within EHRM IO.
Work Schedule: Monday - Friday; 8:00am-4:30pm; Tour of duty will be determined based on organizational needs.
Compressed/Flexible: As determined by the Agency Policy and at the Manager's Discretion
Telework: Telework refers to a flexible arrangement which an employee, under a written telework agreement, performs the duties and responsibilities of such employee's position, and other authorized activities, from an approved worksite other than the (VA facility or VA-leased space) from which the employee typically works from. At the minimum, a telework employee must work from the VA facility or VA-leased space at least two days per pay period. The telework arrangement may be "regular, recurring" or "situational (ad hoc)". *The specific telework agreement will be determined at the discretion of management.*
VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. The Selective Placement Factor for this position is: Direct experience with knowledge of legislative processes, policy issues, research, and the political landscape. Experience with data management as it pertains to tracking legislative agenda and bills that pertain to the agency's legislative history, inquiries and correspondence. Must have experience in direct interaction/engagement with staffers or congressional members.
Specialized Experience - You may qualify based on your experience as described below:
You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience: coordinating and synchronizing the daily administration and management of operations; composing, reviewing, approving, and editing outgoing correspondence on behalf of executive level leadership; gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service performing the following duties: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience: Congressional experience is assisting facility or higher-level Leadership with special assignments, studies and projects of a complex and difficult nature presented to the Members of Congress and their staffers which also may involve business and professional groups and Veteran Service Organization.

Physical Requirements: Work is basically sedentary and requires no special physical demands. It may involve some walking, standing, bending, or carrying light items. Travel by car, plane, and/or train may be required but not to exceed 10%.
