Duties
If selected for this position, you will join a well-respected team in the Programs Unit in the Human Resources Section in the Administrative Division of the United States Attorney's Office for the District of Columbia where you will provide services and consultation for compensation (pay/leave administration) and workers' injury compensation.
Typical work assignments will include:
Providing advice and assistance to managers and employees on basic pay, overtime and leave entitlement questions and problems.
Providing assistance to employee on using an automated leave system;
Providing assistance to employees requesting extended leave.
Ensuring employees understand rights, entitlements, responsibilities, obligations to injury compensation benefits.
Provides guidance and assistance concerning the Voluntary Leave Transfer and Voluntary Leave Bank program.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
- You must be registered for Selective Service, if applicable

Qualifications
To be qualified for the GS-11 Human Resources Specialist, you must possess one year of specialized experience equivalent to the GS-09 level in the Federal Service; or a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; or a combination of specialized experience and education.
Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience is defined as applying Human Resources Management principles and procedures in accordance with the laws and regulations in the administration on pay and leave administration, injury compensation, work schedules, leave transfer and automated pay transmission; processing requests and related documentation for alternate work schedules, premium pay entitlements, unique leave requests and injury compensation requests; overseeing the electronic time and attendance system to ensure data is accurate and submitted in a timely manner to ensure employees are paid; coordinating with human resources staff to ensure data operating systems are syncing correctly and updated; monitoring leave and payroll reports to ensure data errors are corrected; communicating with employees, co-workers, supervisors, and managers to provide advice and guidance concerning benefits and entitlements.

Education: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: a combination of specialized experience and education which when combined equal 100% of the requirements. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. Education
