Duties

This position will allow you to use your expertise as a Program Manager over a major area or critical program segment for which the scope and effect of the work have an program-wide impact. This position starts at a salary of $130,929.00 (GS-14, Step 1) to $170,205.00 (GS-14, Step 10) with promotion potential to $170,205 (GS-14 Step 10). In this Program Manager position you will become a key member of a team of Homeland Security professionals directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature. Typical work assignments include: Planning, organizing, coordinating, controlling, and evaluating the activities of an organization(s). Directing a program segment that performs a variety of diverse programs and/or services that are professional, technical, and/or administrative in nature Assuring implementation by subordinate organization and operating units of the goals and objectives of the Trade, Fines, Penalty and Forfeitures programs within the Boston Field Office Directing, through subordinate supervisors, a team providing diverse programs and/or services Evaluating the effectiveness of the organizational element in terms of mission accomplishment Recommending desirability of changes in the activity's organizational structure and the particular changes required to best accommodate missions

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing program segments in administrative areas relating to programming, financial management including budget planning, logistics, security and personnel management, and information technology support services Providing timely, authoritative, and sound advice to supervisor and operating officials relative to programs managed Identifying problems and developing and implementing solutions; reviewing reports and special studies conducted by various elements and assuring proper and timely action is taken to resolve controversial situations Determining goals and objectives that need additional emphasis; developing measures that evaluate performance, making recommendations for program improvement, and managing all resources as corporate assets Directing, scheduling, coordinating, and participating in resource management reviews to assess progress or resolve problem areas and making recommendations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/29/2023. Current and former federal employees may be required to serve or complete a probationary period.
