The position is located in the Department of Veterans Affairs CVA), Veterans Health Administration CVHA), and Patient Accounts Section of the Finance Service of the North Florida/South Georgia (NF/SG) Veterans Health System. The primary purpose of the position is for the evaluation of program effectiveness and efficiency of specific work activities relating to the finance operations of the Finance Service.
Duties

Serves as Chief, Employee and Patient Accounts, the incumbent is responsible for planning, directing, coordinating, and controlling the Agent Cashier, Employee Travel, Patients' Funds, and Payroll activities. This includes the supervision of employees in these organizational units at both the Malcom Randall and Lake City Divisions.
Acts as the services subject matter expert for the Internal Control Certification (ICC) program. The ICC Review involves quarterly reviews of accounting, payroll, agent cashier, internal audit, and accounts receivable functions.
Multiple reviews of the practical implementation and on-going analysis of all policies, handbook, and directives related to these functions is required.
Quarterly review of the elements and certification of compliance to the Chief Finance Officer is mandatory.
Provides direct supervision to assigned employees, provide evaluations as required, schedule and approve leave, and make arrangements for continuity of operations during the absence of assigned workers.
He/she is responsible for ensuring that adequate training is conducted for continued, effective operations and for participating in the internal auditing processes as pertains to Payroll, Agent Cahier, Patients' Funds and Employee Travel.
Provides technical and administrative supervision to the Section, which consists of 14 administrative support staff. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions: identifies and provides for training needs; and finds ways to improve production or increases the quality of work within the area of authority. The incumbent caries out Equal Employment Opportunity policies and program activities.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

To qualify for the GS-11 grade level, you must meet one of the following qualification requirements before the closing date of the announcement:
GS-11 Specialized Experience: One year of specialized experience equivalent to at least the GS-9 level in federal service. Specialized experience includes, but is not limited to: Supervising planning, directing, coordinating, and controlling the Agent Cashier, Employee Travel, Patients Funds, and Payroll activities; accountable for the evaluation of program effectiveness and efficiency of specific work activities relating to identifying problematic coding and documentation practices; increasing productivity due to better communication, more comprehensive policies/procedures and more efficient operations; and improving financial performance.
OR
GS-11 Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)
OR
GS-11 Combination of Education and Experience: An equivalent combination of specialized experience and successfully completed graduate education beyond a Master's Degree, as described above, to meet the requirements for this position. (TRANSCRIPTS REQUIRED)

Physical Requirements: Work is mostly sedentary although there may be some nominal walking or standing for short periods of time. The work involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required. Due to the nature of the assignments, the incumbent must also possess emotional and mental stability
