As a Fiscal Accounts Supervisor assigned to the Employee and Patient Accounts Section in the Finance Service of the North Florida/South Georgia Veterans Health System, responsible for the evaluation of program effectiveness and efficiency of specific work activities relating to the finance operations of the Finance Service. You supervise the Employee and Patient Accounts and service as a subject matter expert for the Internal Control Certification program.

Major duties include, but not limited to:
Serves as Chief, Employee and Patient Accounts Section of the Finance Service of the North Florida/South Georgia Veterans Health System.
Responsible for planning, directing, coordinating, and controlling the Agent Cashier, Employee Travel, Patients' Funds, and Payroll activities.
Provides direct supervision to assigned employees, provides evaluations as required, schedules and approves leave, and make arrangements for continuity of operations during the absence of assigned workers.
Responsible for ensuring that adequate training is conducted for continued, effective operations and for participating in the internal auditing processes as pertains to Payroll, Agent Cashier, Patients' Funds and Employee Travel.
Service's subject matter expert for the Internal Control Certification (ICC) program involving quarterly reviews of accounting, payroll, agent cashier, internal audit, and accounts receivable functions.
Other duties, as assigned.
Supervisory Statement: A one (1) year supervisory probation period may be required for this position.
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., IF RELATED. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successful completion of graduate education and specialized experience DIRECTLY RELATED to the work of the Fiscal Accounts Supervisor position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary although there may be some nominal walking or standing for short periods of time. The work involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation. Good eyesight and hand dexterity is necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary in order to handle the extensive telephone contacts. Work sometimes requires long hours to meet project deadlines and to devise corrective action for unexpected technical crises. This can result in a highly stressful work situation. Occasional overnight travel is required. Due to the nature of the assignments, the incumbent must also possess emotional and mental stability.
