You will serve as a Contract Specialist in the Contracts Department of NAVSURFWARCENDLD.
Duties
You will serve as a Contract Specialist responsible for a variety of pre-award and post-award functions involving specialized procurements.
You will plan, negotiate, and administer complex research and development contracts.
You will establish to Government?s negotiation goals, and act as team leader during negotiations.
You will act as a technical advisor to program management offices in preparing procurement plans, establishing milestones, and communicating with personnel involved in all phases for major programs or projects.
You will develop procurement objectives for the acquisition in terms of competition and price range, and construct the contractual vehicle, including use of pricing arrangements and subcontracting policy.
You will develop plans of a negotiation strategy, and coordinate strategy with various members of the negotiation team, such a technical staff, cost and price analyst, and legal counsel.
You will monitor contractor performance in relation to the completion schedule required by the contract, ensuring timely submission of technical progress reports, visiting contractor facilities or work sites, and issuing change orders when required.
You will develop source selection documentation and participate in source selections.
You may be required to mentor junior Contract Specialists.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector as a Contracting Officer or Contract Specialist soliciting, evaluating, negotiating, awarding, or administering contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's capabilities; recommending an acquisition strategy; conducting contract negotiations; analyzing contract charges or costs to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition.
FOR THE GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector as a Contracting Officer or Contract Specialist administering contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: drafting contracting documents; documenting contract charges or costs; facilitating contract changes through the life-cycle of an acquisition.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
FOR THE GS-11: The following education may be substituted for specialized experience as follows:
Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
