About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as an Operations Officer/Planner and Supervisor on a U.S. Army Cyber Protection Team (CPT) as part of the U.S. Army Cyber Protection Brigade (CPB). A senior specialist concerning Defensive Cyberspace Operations, missions and exercises.
Give advice, counsel, and/or instruction to employees on both work and administrative matters.
Ensure civilian employees initiate performance plans, In accordance with (IAW) Defense Performance Management, and Appraisal Program (DPMAP) guidance.
Work with employees to adjust performance plans to meet mission objectives.
Ensure mission element cross-communication during planning and mission execution.
Monitor and evaluate the effectiveness of Cyber Security Procedures and safeguards to ensure that they provide the intended level of protection.
Interpret patterns of noncompliance to determine their impact on levels of risk.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Must be willing to submit to a Counter Intelligence-scope Polygraph (CISP) examination, as required. Failure to submit to a CISP examination when required may result in removal from Federal Service.
- Personnel assigned to work in an NSA facility must be able to obtain and maintain access to NSA facilities and networks.
- Duties of this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts, rotating shifts, nights, weekends, and holidays.
- The employee is subject to recall for urgent situations and working extended overtime in response to surge situations.
- May be subject to extended TDY during crisis situations to perform mission essential functions as determined by management.
- TDY may include deployment, immunizations, passport, and related requirements. TDY may occur at austere or hazardous locations mission dependent.
- May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.

Specialized experience would be demonstrated by proficiency in planning operations in coordination with customer or partner organizations; demonstrate ability to establish work priorities, timelines, and milestones; familiar with civilian HR systems and requirements to effectively ensure proper personnel matters and regulations are adhered to; ability to supervise operations in accordance with cybersecurity best practices; and ability to communicate orally (briefings and presentations) and written (white-papers, briefing materials, executive summaries, etc) at the executive level with senior leaders.
