The primary purpose of this position is to direct and manage the National Capital Parks - East (NACE) Professional Services Division, which supports the planning and execution of complex multi- disciplinary projects for the management, maintenance, repair and construction of facilities, including buildings, utilities, trails, roads and other physical assets within the NACE portfolio.

Duties

The major duties of the Interdisciplinary position include, but are not limited to, the following: Serves as Senior Project Manager and Contracting Officer's Representative, providing professional engineering/architectural advice and guidance as well as project management and contracting/procurement oversight. Directs and manages a program, which supports the planning and execution of complex multi-disciplinary projects for the management, maintenance, repair and construction of facilities, including buildings, utilities, trails, roads and other physical assets. Works with NACE to describe and analyze facility problems or needs, and developing project needs statements and justifications. Maintains or ensures the maintenance of NPS facility and project management software tools and systems, including project entry, progress reports and completion reports. Reviews NPS Quality Assurance requirements and works with regional and/or park staff to address requirements such as compliance, sustainability, and code requirements. Assists with development of schematic design alternatives that meet the requirements determined during Pre-Design. Oversees and participates in design process for new facilities, or modifications to existing facilities, to meet project goals as determined during schematic design.

Qualifications

All qualifications must be met by the closing date of this announcement-09/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. You must meet one of the following Basic Requirements in order to be eligible for this position: Landscape Architect Series 0807 - A degree in landscape architecture or landscape design -or- Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Architecture Series 0808 - A degree in architecture - Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems -or- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. General Engineering Series 0801 - A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) - AND - To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes all of the following: Park Ranger with experience in (1) Planning and managing multiple simultaneous projects, ranging from small, single-discipline to large multi-disciplinary design and construction projects, involving both single and multiple-year phasing, potentially funded from multiple funding sources; (2) Providing professional engineering/architectural advice and guidance as well as project management and contracting/procurement oversight for the planning, designing, construction, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
