Duties
This position is located in the Office of Research & Analysis (ORA), Office of the Chief of Staff, National Endowment for the Arts. In accordance with the agency's research and learning agendas and performance goals, you will be responsible for:
-Designing and implementing research and evaluation studies and for performing discrete analyses that will assess the value and/or impact of the arts and NEA-supported initiatives and programs.
-Reporting to the Deputy Director, Research & Analysis, the incumbent will be an expert in research and evaluation design and methodology and will lead or contribute to work activities including designing and administering high-quality research instruments and/or protocols to collect data.
-Analyzing and reporting quantitative and qualitative data and information and coordinating the development, updating, and implementation of the Agency's Learning Agenda, including conducting studies and analyses on the agenda; facilitating organizational learning and stakeholder consultation.
-Serving as a Contracting Officer's Representative (COR). The Incumbent also provides occasional support for the pre- and post-award management of research grants and cooperative and interagency agreements.
Qualifications
Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements described below:
Basic Requirement for all grades: Candidates must possess one of the following basic requirements:.
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts) OR
B. Possess a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) OR
C. Possess four years of appropriate experience that demonstrated acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience Requirements
GS-12:
You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
1) assisting with designing and implementing research and evaluation studies;
2) analyzing and reporting quantitative and qualitative data and information; and
3) assisting with facilitating meetings and consultations, including town halls, focus groups, information-gathering interviews, and organizational learning activities.
GS-13:
Must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
1) designing and implementing research and evaluation studies;
2) analyzing and reporting complex quantitative and qualitative data and information;
3) facilitating meetings and consultations, including town halls, focus groups, information-gathering interviews, and organizational learning activities; and
4) serving as a Contracting Officer's Representative on federal research or evaluation contracts.
