You will serve as a SUPERVISORY CHEMIST in the ENVIRONMENTAL BUSINESS LINE of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will supervise a diverse workforce that contains Lab Specialist, U.S. Military, and/or local national Physical Science Technician personnel. You will plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. You will develop plans and procedures for performing analytical testing services on all organization owned products procured and stored with the command area of responsibility. You will analyze difficult and usual problems through interpretation of sophisticated laboratory and direct testing methodology.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Incumbent may be designated as ALPHA personnel and as such will be required when contacted to respond to emergency call 24 hours a day, 7 days a week.
  • He/she will be one among several in a call back pool and when designated, shall be available to report within 2 hours of notification,
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing performance indicators and tracking work output against set performance standards; 2) Determining areas of improvement and consulting with other supervisors to determine corrective measures; 3) Monitoring regulatory requirements and making appropriate changes in execution methods; 4) Implementing and monitoring the Quality Control (QC) inspection scheduled audits; 5) Conducting technical reviews of raw data, worksheets, Standard Operating Procedures, and final reports to ascertain compliance; 6) Serving as the QA auditor and monitor for laboratory contracts; and 7) Updating laboratory protocols to comply with changes in analytical methodologies. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

A. Basic Requirements: Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

B. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. *Applicants MUST submit a copy of transcripts showing they meet this requirement.
