The primary purpose of this position is to provide information and advice to military and civilian personnel regarding their entitlements for shipment and storage of personal property (e.g., household goods, unaccompanied baggage, privately owned vehicles, and special items such as mobile homes and large boats). Movement of personal property can either be domestic or international.
Duties
Counsel all authorized personnel of their entitlements for shipment and storage of personal property to domestic and overseas locations.
Determine members' entitlements and responsibilities from special orders and movements.
Plan, book, and route personal property, estimating cost savings, time involved, time of arrival, storage in transit involved, and purposes.
Prepare applications based on information secured from applicants, applicants' orders, understanding of pertinent instructions, regulations, and carrier tariffs.
Verify and obligate government funds to be utilized in the shipment of personal property, household goods.

- Travel and relocation expenses will not be paid
- Typing and computer operation is performed; however, a qualified typist is not required
- This position is subject to provisions of the DoD Priority Placement Program
- Disclosure of Political Appointments is required
- Must be able to obtain and maintain a secret security clearance.
- Work may occasional require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work an uncommon tour of duty during peak performance change of duty months.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in the counseling of employees of the entitlements, responsibilities, procedures and options for shipment and storage of personal property for domestic and overseas locations in accordance with established regulations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of transportation operations as related to the shipment of personal property.
2. Knowledge of the instructions, regulations, directives, local operating procedures, governing entitlements, and shipment of personal property.
3. Ability to analyze, correlate, and evaluate transportation data.
4. Ability to respond to a range of questions from agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods.
5. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
