About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Intelligence & Security Command, 780th MI BDE, 782D MI BN responsible for working at a developmental level to assist with developing capabilities in support of Joint and National Cyber Warfare requirements.

Duties

As a developmental Cyber Capabilities Developer (CCD), receives tailored instruction, guidance, training, and supervision necessary for successful performance in the full performance level, or target position. Supports Cyber Solutions Development members that provide external organizations with technical subject matter expertise on offensive cyber development activities. Studies emerging technology trends and potential applications to cutting-edge offensive and defensive cyber capabilities. Utilizes basic computer design, construction, architecture, processor organization, memory hierarchy, virtualization, compilation, linking, execution and security.

Requirements

  • Must successfully meet work role requirements as defined by the USCC Job Qualification Standards (JQS) for the basic level cyberspace capability developer (CCD) to include passing the basic skills level exam (BSLE) within twenty-four (24) months.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-05). OR Successful completion of one full year of graduate level education in Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management. OR Successful completion of a Bachelor's degree in Computer Science, Engineering, Information Science, Information Systems Management, Mathematics, Operations Research, Statistics, or Technology Management AND Superior Academic Achievement or a minimum of 24 semester hours in one or more of the fields listed above that required development or adaptation of applications, systems, or networks with Superior Academic Achievement. This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GG-13. At the GG-07 grade level, the employee will progressively acquire the background necessary to perform at the full performance level of GG-13.
