About the Position: This position is within the U.S. Army Contracting Command. Their mission is to provide World Class contracting support. This position will exercise full range contracting services. serves as a first line supervisor and the principal Cost/Price (C/P) Analyst Program Manager for Contract Price/Cost Analysts throughout MICC, which has executive oversight over MICC's acquisition cost and pricing program.
Duties
The incumbent serves as a second line supervisor and the Chief of the Contract Price/Cost (P/C) Analyst Division for the Mission Installation and Contracting Command.
Provides contract cost and pricing service, advice, policy and guidance, and source selection assistance on the commands largest, most complex and unique acquisitions.
Leads the Command?s Price/Cost Function to grow and develop pricing expertise through workshops, mentorship, and hands-on instruction with subordinate price/cost analysts in the Command.
Consults on review of contractor?s proposal, and recommends fair and reasonable price, applicable clauses, etc. and assists Contracting Officers with negotiations and discussions with industry partners.
Reviews, analyzes, and disseminates changes to statutes or regulations that affect the Price/Cost function of acquisition.
Provides technical guidance and assistance to headquarters Analyst and Installation Contracting Officers relating to Acquisitions Strategies/Plans, Price/Cost evaluation criteria and procurement solutions on complex cost and pricing issues.
Develops methodology of price/cost strategies to be utilized throughout the command in developing the Government's negotiation position.
Analyzes cost/price analysis portions of Pre and Post-Business Clearance Memorandums (BCM).
Develops and presents cost and pricing results, findings, and recommendations. Improves the efficiency and quality of cost and pricing documentation through the development of templates, tools, and standardized documents.
Performs the full range of administrative and technical supervisory duties.
Unitize the Defense Performance Management and Appraisal Program (DPMAP) to communicate goals, expectation and feedback to employees and assess performance of subordinates.
In consultation with subordinate team and project leads, plans work operations, sets priorities, and establishes objectives.
Initiates and processes Price/Cost Analyst hiring actions and recommends candidates for selection.
Makes changes in functional alignment, balancing workload among subordinate teams/functions to increase the effectiveness of operations.
Coordinates with EEO counselors/officials and employees to resolve formal and informal EEO complaints.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Formerly Senior Level 3. Selectee must meet position the Contracting Functional Area requirements for "DoD Contracting Professional" within 36 months of entrance on duty.
- Unless waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.

Basic Requirement for Procurement Analysts Team Lead: Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees (MUST SUBMIT TRANSCRIPTS SHOWING DEGREE COMPLETION DATE).
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes providing expert technical advice for Contract Price/Cost Analysis and advised on complex sole source and competitive procurements; reviewed/analyzed cost accounting procedures and processes for major contractors; facilitated efficient, cost effective, customer oriented procedures while maintaining high quality standards to enable contracting officers to obtain fair and reasonable prices on multi-billion dollar acquisitions; recommend balanced strategies for international and other agency acquisitions.

This is a Mid-Level NH-04 in the AcqDemo Pay banding scale. The NH pay band covers grades 14/15 on the GS scale. This position is subject to a salary control point equivalent to GS -15 step 6- $161,782. If the incumbent's salary currently exceeds the stated salary control point, the incumbent's salary control point will be set at the incumbent's existing base salary with the San Antonio-New Braunfels-Pearsall, TX Locality Pay Area rate applied.
