This position is in the Executive Office of the President, Office of the United States Trade Representative (USTR), Office of Security (OSY). OSY provides agency-wide initiatives pertaining to physical security, emergency response programs, protective service operations, personnel and information security, Continuity of Operations (COOP), and Continuity of Government (COG).

Duties

As a Criminal Investigator, GS-1811-11, your typical work assignments may include the following under supervision: Serve as a Protective Service Detail member, providing personal and executive protection for the United States Trade Representative (USTR), or others designated by USTR, often on short notice, that involves high-level liaison with domestic and foreign law enforcement officials, and coordination with the Federal Bureau of Investigation (FBI), U.S. Secret Service, and U.S. State Department. Coordinate activities with external organizations (e.g., FBI, Secret Service, State Department, Foreign Embassies, etc.) in preparation for USTR trips. Maintain close proximity to the client at place of work, during travel, and in places he/she may occupy or visit; when required, interview abusive, threatening, or mentally ill persons seeking admittance to protected areas, determining in each case if they constitute a protection threat; and independently takes authoritative and immediate action in emergency situations, drawing on extensive training and experience and uses whatever force is necessary to quell a disturbance and shroud from assault; and provides written reports concerning unusual incidents or occurrences while on duty. Evaluate proposed sites and facilities to identify environmental factors and physical conditions posing direct or indirect potential hazards to the USTR; select appropriate protective methods; and monitor the installation of mechanical and electronic detection devices, controls, guard stations, check points, and other facilities necessary to ensure the safety of USTR. This is a developmental position. The duties above are at the full performance level of GS-12. Level of supervision varies at the GS-11 level.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Successfully completed a basic protective services training program (or other FLETC comparable course); Successfully completed an accredited basic law enforcement training program (civilian or military); AND Possess one year of previous law enforcement experience. Please submit proof of completion for both courses to receive further consideration for the position. Failure to submit proof of training will result in an ineligible rating. AND SPECIALIZED EXPERIENCE: You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates: 1) Providing personal and/or executive protection for a client; 2) Investigating cases that involve matters of sensitivity and scope; 3) Maintaining liaison with law enforcement agencies at the local, state, and/or national level; 4) Maintaining close proximity to a client at place of work, during travel, and in places he/she may occupy or visit; and 5) Utilizing a concealed firearm against threats at events/meetings.; ORB. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include law enforcement; ORC. A combination of education and experience as listed above.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
