The Cincinnati, OH VA Medical Center is looking to fill an Contact Representative position located in the PBS/Business Office Department. The incumbent is responsible for a wide range of assignments and provides administrative and technical support to the Service, the Medical Center staff, and Veterans and their family members on issues related to eligibility and enrollment.
Duties
The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.
Major Duties:
Responsible for interpreting relevant laws, VHA guidelines and regulations, and other federal agency policies which are required to ensure timely and appropriate measures are taken throughout data collection and data entry processes.
Serves as the subject-matter expert (SME), adjudicating and authorizing Veteran's eligibility applications for programs such as, but not limited to, enrollment, eligibility for VA healthcare benefits, and financial assessment.
Will serve as expert benefit representative to PBS Leadership and support the management information components of all health eligibility related programs.
Provides administrative support and collaborates with inpatient staffing personnel such as Physicians, Physician's Assistants, Nurses, Advanced Registered Nurse Practitioners, Dietitians, Social Workers, and other administrative and professional staff throughout CVAMC area transitioning patients identified as ineligible for VA patient care.
Prepares written correspondence for a broad spectrum of complex inquiries from internal and external customers by independently recognizing issues, topics, or problems.
Responsible for assisting Decedent Affairs with a Veteran's death, burial and explanation of death benefits and updating the Date of Death in a Patients File. He/she must request and obtain a Death Certificate and or verification from other government database before entering the DOD into the patient file.
Identifies and collates health insurance information from all applicants for entry to the ICB or VISTA, copies or scans insurance company enrollment identification cards, research employers as needed to obtain complete data when applicants do not have complete information.
Accurately generates patient data cards for veterans through the Identity Management Toolkit for proofing identity and the Veterans Health Identification Card (VHIC) System.
Work Schedule: Monday - Friday (8am - 430pm)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: An in-depth knowledge and experience in the field of patient administration (both inpatient and outpatient), including medical records and related fields of medical administration, working knowledge of varied functions of computer spreadsheets, database computer applications, etc. to produce and maintain a wide variety of documents. Must be able to plan effectively, have sound fundamental knowledge or organizational theory and practice and have a high degree of skill in oral and written communications. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions (i.e., workflow), written guidelines covering work methods and procedures such as performance standards, and information of a factual nature (i.e., number and type of units actually produced). Knowledge of administrative regulations and operating procedures to gather clear-cut factual evidence of compliance with regulations. Skill in applying fact-finding and investigative techniques will be necessary to accomplish this task. Extensive knowledge of laws and regulations regarding combat Veterans and their special eligibility for VA healthcare benefits. Knowledge of basic eligibility pertaining to other departments providing benefits based off of eligibility determination. These departments will include but are not limited to Beneficiary Travel, Patient Accounts, Dental, Hoptel etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
