The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

The Information Management Office (IMO) directly supports senior leadership by providing essential management of classification, declassification, information access requests, and records. Seeking a qualified officer to work in one or more of these groups. Primary IMO responsibilities: Implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy. Perform a comprehensive range of reviews, which vary by group, with impeccable attention to detail and the ability to manage multiple efforts simultaneously. Assign, monitor, and track progress of significant projects, anticipate and address possible impediments to achieving objectives, and ensure that timelines are met. Review relevant documents for responsiveness to requests, identify key internal and Intelligence Community (IC) stakeholders, coordinate reviews, and resolve discrepancies. Coordinate with ODNI senior staff and relevant subject matter experts to provide valuable and timely guidance. Review materials submitted to ensure accuracy and consistency and resolve any discrepancies. Establish and maintain relationships with ODNI components, IC elements, and other relevant partners. Ensure proper handling of highly classified and limited distribution materials. Support the planning, preparation, and presentation of briefings. Implement programs, policies, and procedures that result in effective information sharing across Government. Represent the ODNI in the information management community, participating in interagency venues and meetings. Classification Management & Prepublication: Develop and maintain subject matter expertise in classification and prepub. Conduct classification and prepub reviews, often with short deadlines, and balance competing priorities to meet mission to determine proper classification and feasibility of public release. Provide subject matter expertise on classification and prepub policies, guidelines, and procedures. Ensure timely and accurate responses to taskings; coordinating with inter- and intraagency offices and subject matter experts, as required. Declassification Action: Implement ODNI declassification guidance in automatic, systematic, mandatory, and discretionary declassification and downgrade reviews. Apply expert analytic skills in reviewing ODNI and IC records for potential release, including completing responsiveness reviews, identifying other government agency information, proposing release determinations, applying redactions, and providing recommendations on the application of exemptions. Ensure proper case management, including the recording and tracking. Effectively engage with counterparts in other IC and Executive branch Departments and Agencies to ensure information is coordinated appropriately. Information Review & Release: Process public access requests (Freedom of Information Act and Privacy Act), including completing responsiveness reviews, identifying other government agency information, making initial release determinations, applying redactions, and drafting appropriate responses to requestors. Conduct and oversee equity recognition reviews. Review redactions and provide recommendations on the application of exemptions. Ensure proper case management start to finish and perform QA/QC reviews of final products. Effectively engage with other agencies to ensure information is coordinated appropriately. Records Management: Provide subject matter expert support on key records management initiatives. Incorporate records management business processes, relaying guidance to ODNI components on how to capture, organize, and dispose of records, regardless of media type, and ensure consistent, standardized guidance on records best practices. Support various records management-focused committees and working groups, both within the IC and with NARA or other Federal agencies.

Qualifications

Mandatory Requirements: Thorough knowledge of information sharing theory, policies, procedures, and technologies, as well as thorough knowledge of how to develop and facilitate the implementation of those mechanisms. Adaptability: Ability to seamlessly adjust to constantly-shifting priorities and unexpected situations, juggle competing priorities, and seek out, through a collaborative process, innovative solutions in response to frequently changing circumstances. Business Acumen: Knowledge and full understanding of English grammar, spelling, punctuation, plain language principles, and executive-level correspondence. Coalition Building: Possess strong interpersonal skills and the ability to build and sustain professional networks across organizational boundaries to exert influence. Critical Thinking: Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations. Leadership: Ability to mentor and train new officers to ensure consistent quality and control of processes and documents. Time Management: Excellent organizational skills with the ability to proactively manage competing priorities under strict deadlines. Self-Starter: Resourceful; able to take initiative and begin projects independently, as required. Superb Communicator: Superior communication, writing, and technical editing skills, with demonstrated success producing documents that are clear and concise for senior executives. Team Building: Ability to work independently and collaboratively as a team member in a fast-paced, high-pressure environment. Desired Requirements: Experience working with or in other IC agencies' information management programs. Knowledge of the ODNI and IC mission, organization, roles, and responsibilities. Proficiency using MS Office applications (Word, Excel, PowerPoint, OneNote, SharePoint). Understanding of information management technology, such as database management, website development, digital marketing, project management, and cybersecurity skills.

Education

Desired Requirements:

A Juris Doctorate or an advanced degree in world history or the history of U.S. foreign relations.
