Incumbent functions as the Lead Program Support Assistant assigned to Deputy Associate Director of Nursing and Patient Care Services. This position will serve as the lead timekeeper providing administrative support to the various departments within nursing services. The incumbent receives assignments from the Supervisory Management and Program Analyst to the Nurse Executives, the services to which assigned, or appropriate designees to ensure that the Medical Center mission is actualized.
Duties
Serves as Team Leader to train, assist, troubleshoot, and provide quality control over administrative and technical tasks of the Timekeeping Staff Members. Represents the team in dealings with the Supervisor for the purpose of obtaining resources (e.g., computer hardware, use of overtime or compensatory time) and securing needed info. Receives and screens all incoming email and telephone correspondence intended for the group in general; uses independent judgment to take appropriate action or delegate as necessary. Conducts time and attendance, maintains Delegation of Authority (DOA) documents; and corresponds with Executive Leadership, Chiefs, Managers, and Administrators for business operations. As Government Purchase Card (GPC) Holder, orders supplies, maintains fund control data, and completes training for GPC and contracting officer course.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: locating and summarizing information from program files and documents as required or in anticipation of supervisor's needs. Responding to fluctuating workloads and establish work priorities under sometimes stressful situations and to assume responsibility and work with minimal direct supervision. Ability to interpret VHA and Medical Center regulations, policies, and procedures. Prepares, maintains, and submits electronic timecards in Vatas/GovTA or other Federal Timekeeping software..

Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The Incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
