This position is located in the Outreach Division, Office of Public and Congressional Affairs, Bureau of Consular Affairs. The incumbent serves as a Public Affairs Specialist with responsibility for planning, developing, and coordinating a wide variety of communications and outreach activities, primarily targeted at federal, state, and local law enforcement officials regarding their obligation to provide consular notification and access.
Duties
Facilitates and conducts outreach, training, and educational activities including seminars, panels, webinars, and video conferences for local, state, and federal officials across the United States.
Reviews and maintains training materials on consular notification and access, including manuals, websites, digital content, flyers, infographics, and slideshows.
Receives, reviews, and researches queries from foreign embassies and consulates regarding the welfare and whereabouts of foreign citizens who have been arrested or detained, and prepares formal and informal correspondence on these matters.
Provides analysis and advice to other Department staff on a wide range of consular notification and access policies, procedures, and best practices and participates in bilateral meetings with foreign governments in which these matters are discussed.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience identifying target audiences and executing a communications or outreach program to influence their behavior.
Experience coordinating and managing virtual and in-person public events and trainings.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience identifying target audiences and executing a communications or outreach program to influence their behavior.
Experience coordinating and managing virtual and in-person public events and trainings.
Experience in the fields of international affairs, international law, law enforcement, corrections, or criminal justice.
There is no substitute of education for specialized experience for the GS-13 position.
