The Chief Business Strategy Officer (CBSO) oversees media strategic planning at the U.S. Agency for Global Media, one of the world's largest media operations. The CBSO is responsible for mapping out a path for transforming USAGM into a forward-thinking, efficient global news operation that can use the latest technology, along with the combined content and talent of its various entities, to reach audiences in multiple languages around the world. The incumbent reports directly to the CEO.

Duties

As the Chief Business Strategy Officer, you will be responsible for duties to include, but are not limited to: Serves as a primary strategic advisor to the CEO, responsible for leading the development, transformation, and execution of agency-wide media operations. Facilitates the execution of the media strategy by working collaboratively with the CEO's office, the leadership of the news networks, Policy and Research, Technology, Business Development, and other office directors. Advises the CEO and CFO on appropriate funding levels for various media initiatives to achieve the desired outcomes during the budget process. Understands how to target and grow audiences in countries where media freedom is restricted. Works closely with the news entities and OTF to launch new programs and products. Navigates the rapidly changing news landscape while also running an operation that is flexible, agile, and able to change along with its audience. Develops a strategy for next generation technology, platforms, and story-centric workflows, which enable newsrooms to create content for more platforms more efficiently. Identifies potential partners and affiliates, and raises the profile of VOA, RFE/RL, RFA, OCB, MBN and OTF in key markets. Takes actions to establish and enhance brand strategy. Identifies developmental and training needs of employees. Requirements

  • You must be a U.S. Citizen or U.S. National
  • This is a non-sensitive, high risk position. If selected, this position requires the completion of the SF-86.
  • Suitability Determination: If selected, you may be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
  • This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • The full performance grade level for this position is GS-15.
  • If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Substantive real-world experience in news media or media and entertainment, preferably with international audiences. Understands next generation technology and platforms and story-centric workflows, which enable newsrooms to create content for more platforms more efficiently. Substantial experience developing brand strategies and analyzing audience data. Proven leadership experience navigating in the rapidly changing news landscape, running an operation that is flexible, agile, and able to change along with its audience. Understands rapidly evolving technologies and new approaches to integrating technologies, and when to transition away from legacy tools.
