This position serves as a Human Resources (HR) Specialist and performs a wide variety of human resources services including; management advisory functions, recruitment and placement, organizational design, and other HR functions as needed. This position reports to the Supervisory Human Resources Specialist and provides support for the Southwest Region, Office of Human Resources. This position is located in Phoenix, AZ.
Duties
Administer, implement and ensure compliance with established regulations in the recruitment and placement activities for employment purposes.
Provide and assist managers, employees, and applicants with information and interpretation of the recruitment and placement procedures, policies and guidelines.
Review recruitment and placement actions to provide guidance to managers on complex and/or sensitive issues.
Work with automated personnel and pay systems to process actions, i.e., hires, promotions, separations, etc.
Provides a full range of external placement and recruitment duties for a large, multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed.
Makes use of multiple recruiting strategies including special appointment authorities, such as those for the handicapped/disabled, FCIP, student employees, displaced employees, veterans, overseas returnees, and direct hires to complete placements for the organization.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-0201-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Application of Human Resources concepts, principles, laws, regulations, and policies related to classification, recruitment and staffing such as providing basic classification information and reviewing position descriptions; assisting employees in completing HR forms; developing or authoring job announcements; working with employees to obtain security identification and other new hire onboarding documents; utilizing an automated HR information system to process and correct personnel actions; and responding to questions regarding a variety of HR regulations and policies.

Completion of a master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related.
OR
Possess a qualifying combination of the specialized experience and education described above. (To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
