This position serves as a Contracting Officer's Representative (COR) for the IHS National Supply Service Center in Oklahoma City, OK. Primary duties include contract development, contract surveillance, contract management, budget management, education, and liaison/problem resolution. Incumbent reports to the Supervisory Contract Specialist.
Duties
Review and analyze procurement requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations and policies.
Monitor contractor's compliance with contract terms, conditions, and specifications.
Provide timely, consistent and comprehensive oversight of assigned contracts, delivery orders and task orders.
Provide guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; or researching acquisition regulations, policies, and other documents.
Maintain a file system to record performance in all acquisition phases such as, requirements development; pre-award activities; post award contract administration; and termination/closure of contracts.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing contract development, contract surveillance, and contract management; develop statements of work; review and evaluate contract candidates and provide comments and recommendations; monitor contract compliance; assist in all pre-award, post award, and contract closeout duties.
OR
Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. (must provide copy of transcripts at the time of application).
OR
Combination of specialized experience and education that when combined equals at least 100 percent of the qualifications for this position.
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; preparing and developing solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance.
