Duties

The Office of International Affairs (OIA) is mandated by statute and delegated authority to plan, manage, and coordinate all international relations and activities on behalf of the Department. OIA's primary roles are to provide the Secretary and DHS Senior Leadership with strategic advice and subject matter expertise on DHS engagement with foreign countries and to coordinate Departmental and component engagement with foreign partners and international organizations. OIA works closely with foreign countries and international organizations, as well as the USG interagency, to pursue and achieve the Department's core missions. The incumbent will serve as a Senior Advisor to the Assistant Secretary of International Affairs working on a diverse portfolio affecting DHS's mission the world-over. The incumbent will provide expert guidance and support on a wide variety of homeland security matters by providing development, oversight, coordination and evaluation of DHS policies. The incumbent will also assist OIA senior leadership in the management of the office and will lead sensitive and high-profile special projects impacting DHS's international engagements. The incumbent will assist in the coordination of interagency activities that support policy execution, to include preparing DHS senior leadership for engagements in bilateral and multilateral forums, such as participation at National Security Council (NSC) meetings, signing information-sharing arrangements with foreign counterparts, and travel to strengthen partnerships with key countries. The incumbent will perform research; draft briefing papers, cables, and position papers; coordinate with and inform interagency partners and make policy recommendations under PLCY guidance. The incumbent will interface with the interagency, including the NSC, intelligence community, academia, think tanks, industry analysts, and foreign government and non-government organizational counterparts. Occasional travel is possible. Episodic telework is available.

Requirements

  • Must be a current permanent Federal employee

  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications

Qualifications required: Must have at least one full year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal Service performing the following duties: Providing research to leadership that is used to develop agency policy to increase and improve the ability of DHS and the broader U.S. Government to enhance border, aviation, and migration security, and combat terrorism and transnational crimes. Analyzing and evaluating policy interests, concerns, issues, and processes associated with DHS mission, goals, and objectives to formulate advice and counsel senior level management. Preparing briefing memos for senior officials. Cooperating with interagency partners to ensure utilization of the homeland and national security agenda. Experience in management or supervision of people or issues and otherwise maintaining the good order of a high-performing office or work unit. Contributing to development of program plans, goals, and milestones to evaluate the effectiveness of government security and diplomatic programs.
