The Supervisory Management & Program Analyst (Chief of DAAS) is responsible for analyzing and recommending decisions related to costs, revenue, staffing, workload, and performance improvement for the James A Haley VA Healthcare System.

Duties

Major Duties may include the following: Responsible for the comprehensive monitoring of the planning, coordination, and implementation of the Data Acquisition. Leads the culture change to organizational decision-making on objective data analytics and system redesign principles through effective management through DSS, VERA, and other key data-intensive programs. Responsible for the effective and timely integration of a transparent, real-time data analytics and system redesign program via the use of VA data and validation tools and sources including Pyramid, Symphony, and SQL. Conducts complex studies and major projects involving problems that often result in modification of organizational structure, processes, reporting relationships and manpower resources levels. Develops and applies new management concepts, principles and techniques as related to data management, system redesign and mission/organization management; serves as an independent consultant to leadership and others as assigned, on major problems requiring application of mission, organizational and manpower expertise. Provides expert analysis and advice on complex program issues. Collects relevant data from many varied sources, some of which are difficult to access. Devises new analytical techniques to evaluate findings. Makes authoritative recommendations regarding strategical direction for large, hospital-wide improvement projects. Performs analytical and evaluative work associated with Data Management functions. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, distribution of work assignments, management controls, information and documentation systems, and similar functions of management as they impact on the integrity and validity of the patient care database. Establishes, monitors and enforces the Data Management, and System Redesign related medical center policies. Performs analytical and evaluative work associated with program activities. Develops procedures and systems for establishing, operating, and assessing the effectiveness of data management control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections or management of internal control reviews related to Data Management and Data Validation. Evaluates and consult on audits/inspections relating to Data Management and forward action items to the responsible organization division. Ensures effective action-required processes and optimal use of the CDW, ARC, DSO, VSSC, and VERA reports to capture accurate and timely data. Establishes effective monitoring and validation of costs, practices, workflow, workload transmissions, analyzes problem areas, and develops recommendations for improvements through organized projects. Performs organizational analysis for functional areas throughout a region comprised of the multiple facilities of JAHVH. Ensures an integrated Data Management and Data Validation program encompassing all sites, inclusive of community clinics and outpatient clinics. Develops, reviews, and approves comprehensive facility assessment reports completed by DSS, VERA, and Business Intelligence Development Staff on an ongoing basis to ensure efficient operation of the healthcare organization. Functions as the direct supervisor for the assigned DSS, VERA, and Business Intelligence Development Staff. Serves as a mentor for all Data Analytics and System Redesign staff members. Establishes personal and professional credibility with various VHA Program Offices such as the Office of Productivity Efficiency and Staffing (OPES), Decision Support Office (DSO), Allocation Resource Center (ARC), Inpatient Evaluation Center (IPEC), Office of Quality and Performance Position requires knowledge of the total workload process, and understanding of funding. Performs other related duties as assigned. Work Schedule: Monday-Friday 8:00am-04:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
