Duties

Serve as a Training Specialist managing, planning, developing and executing a fire section training program designed to ensure all mandated training is accomplished. Provide and oversee training that consists of (but not limited to), fire suppression, hazardous materials recognition and procedures related to spills and containment, specialized rescue procedures, medical protocol and -- -- training, Self-Contained Breathing Apparatus (SCBA)procedures, and Mutual Aid response procedures. Evaluate results of training and makes necessary adjustments. Review and evaluate training or educational materials (i.e. texts, manuals, and handbooks), training media methods, tests, etc. Perform life support and emergency response duties. Use emergency medical tools and equipment. Perform firefighting duties as needed.

  • Individual must complete a pre-employment and an annual medical exam IAW DoD 6055.05-M to determine the reasonable likelihood of a firefighter's ability to execute the arduous and rigorous essential functions of fire suppression and rescue.
  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Fire Protection Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. For current and former Federal civilian service employees, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. For all other applicants, to qualify for the GS-09 grade level, specialized experience must be at the GS-08 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Administering a training program for fire protection and prevention, to include but not limited to structural firefighting, emergency medical, hazardous material, specialized rescue, fire and life safety, etc. Fire ground operations and fire prevention theory and techniques. Applying different types of codes and regulatory requirements to include NFPA, OSHA, DoD, and other national consensus standards. Developing and delivering of training classes relating to fire protection and prevention topics AND B.SELECTIVE PLACEMENT FACTOR (SPF): Department of Defense (DoD) 6055.06-M, "Fire and Emergency Services Certification Program" identifies the level of performance required for all DoD Fire and Emergency Services personnel. The certifications listed below are the minimum mandatory certification requirements for this position. DoD Incumbents shall possess DoD Certifications, or equivalent accredited certifications from the International Fire Service Accreditation Congress (IFSAC) or the National Professional Qualifications System (Pro-Board): Fire Officer II Fire Inspector I Fire Instructor II Hazardous Materials Incident Commander State of (Ohio, California, Virginia, Pennsylvania) Certifications: Emergency Medical Technician - Basic**** If you do not possess a certification for the state in which you are applying, you MUST have National Registry certification and be eligible for reciprocity requirements. Licenses: Valid State Driver's License Other training requirements that must be obtained within one year of employment and maintained: Emergency Vehicle Operator, (EVOC) Physical Demands - The work involves extended periods of heavy moving and lifting. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, victims, fire hoses, fire extinguishers, and other equipment. Must be able to wear protective clothing and equipment weighing up to 100 pounds, while working in extreme heat and cold, under adverse conditions, such as fire and smoke. Ability to maintain alertness, self-control, and emotional stability to work in conditions of stress, confusion, panic, and physical injury and even death that frequently occurs at major disasters. Climbs ladder and works at various heights. Must pass the firefighter physical exam annually and successfully participate in the ongoing Firefighter Physical Fitness Program. Work Environment - Work is performed indoors during classroom instruction and outdoors during practical training exercises and in responding to emergency incidents. In general, the incumbent will be subject to working in all types of weather and adverse conditions, in an office environment, inside vehicles, and on foot. Stressful situations will occur during training sessions and operations. Employee is also exposed to out-of-control fires, emergency medical scenes, and other dangerous situations. They are also exposed to the possibility of burns and other effects of smoke inhalation, heat, falling materials, explosions, toxic materials, infections, and contagious diseases, and other dangerous substances. They are subject to injury while dealing with frightened fire/medical victims, or while participating in mob or riot control. There may be hazards while operating or riding fire or medical vehicles at high speeds under adverse conditions, e.g. congested areas. The employee works outside in all types of weather conditions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
