The US Postal Service, Office of Inspector General (OIG) is filling the position of Director, Legal Services - Investigations, within the Office of General Counsel, located in Arlington, Virginia. The successful candidate will provide professional leadership and oversight in planning, developing, and carrying out Legal Services program objectives. The OIG is an innovative, analytics driven organization with a focus on mission and a passion for diversity and inclusion.

Duties

In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. The Office of General Counsel is responsible for all legal advice to the nearly 1000 professionals of the OIG. The Director, Legal Services - Investigations oversees the team that provides guidance and support to over 500 special agents and investigators and ethics advice to the entire organization. The successful candidate will be responsible for providing professional leadership, direction, and mentorship to 6 attorneys providing legal advice and guidance to OIG's agents and investigators investigating Postal employees and contractors engaged in theft of mail, workers compensation or health care fraud involving postal funds, embezzlement of funds and public corruption. The Legal Services - Investigations team is also responsible for the OIG's independently managed ethics program, providing advice and managing the financial disclosure process, in coordination with the US Postal Service Designated Agency Ethics Official. The Director may also supervise a Deputy Director responsible for our Special Assistant United States Attorney (SAUSA) program, including 6 SAUSAs located throughout the United States. The Director will keep OGC management informed of issues pertaining to their broad range of responsibilities and can expect frequent interaction with senior management throughout the OIG. The Director will hire, mentor, and address personnel issues, as needed, as well as set priorities, allocate resources, monitor progress, and manage all aspects of the Legal Services team. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $155,700.00 - $183,500.00. The salary figures include locality pay. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Formulates, recommends, and implements policies, programs, procedures, and processes to assist the OIG in coordinating its Legal Services - Investigations program. Establishes and maintains effective working relationships within and outside the OIG to stay on top of OIG best practices and developments within the Postal Service and stakeholder community. Assures implementation of OIG goals and objectives. Determines goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement; and effectively manages agency resources. Mentors, recruits, rewards, evaluates, and otherwise addresses performance of direct reports. Manages and conducts research on complex legal issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions. Supervises the drafting and review of (a) policies that implement governing statutes and other legal requirements; (b) contracts and other legal documents; (c) formal comments and recommendations regarding proposed legislation; and (d) decisions for consideration and adoption by agency officials. Evaluates and makes recommendations concerning overall plans and proposals that impact the organization and its members. Represents the OIG in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.

  • Must be able to obtain and maintain a government-issued credit card
  • May be required to successfully complete a 12-month probationary period

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Graduated from an ABA accredited law school with a Juris Doctor degree. Active member in good standing with a state bar. At least 7 years' experience engaged in the active practice of law. At least 3 years' experience as a litigator, in Civil or Criminal cases, or other relevant experience. DESIRABLE QUALIFICATIONS Knowledge of the U.S. Postal Service's operation and legal policies. Experience in training and development of legal best practices. Prior law firm, in-house counsel, or government counsel experience. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Ability to communicate effectively both orally and in writing. Demonstrated ability to lead a team, set expectations, manage client relations and develop and implement strategic directions. Demonstrated experience researching and providing advice on complex legal issues. Demonstrated history of innovative leadership and mentorship. You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Legal education must be accredited by the American Bar Association.
