As an FBI IT Professional, your job is to ensure the workforce has the applications and data when and where it is needed, protect our law enforcement systems, and defend the entire cyberspace within which we work. This means applying your knowledge of computer technology, cyber security, electronic surveillance, encryption, forensic science and more to safeguard information across the FBI, as well as our domestic and international law enforcement partners.

Duties

GS-07: Apply troubleshooting methods to assist in maintaining IT systems. Implement new software changes. Perform technical design/development work based on requirements. GS-09 (In addition to the above): Build application software and provides post-implementation support including troubleshooting and error resolution with program execution. Conduct preliminary analysis of current systems to determine the feasibility of new or automated IT to resolve the issues. GS-11 (In addition to the above): Provide technical advice to executive level managers based on developed expertise in the field of IT. Assist end-users in a variety of subject matter fields in deciding which processes to automate; how to select equipment and software; how best to use available technology; and, whether and how to network. Develop close contact and working relationships with personnel in various functional activities throughout the organization to effectively carry out and coordinate necessary activities. GS-12 (In addition to the above): Perform a variety of complex management/program analysis functions and advise managers and operational personnel on difficult and/or complex issues. Study, analyze, and develop work measurement and other statistical methods to arrive at quantitative data necessary for analysis to improve accuracy, timeliness and validity of various services. Provide expertise necessary to solve complex problems that hinder the development or operation of the organization's IT systems. GS-13 (In addition to the above): Provide advice and guidance to management regarding technical issues which pertain to the planning, designing, developing, procuring, implementing, operating, and maintaining of the organization's IT systems. Develop, interpret, plan, and apply policy and process best practices in the delivery of enterprise-wide, multi-discipline IT network service capacity and performance monitoring. Work with a myriad of customers to develop sustainable strategic plans and tactical, technical solutions for executing effective and efficient network-related problem management. GS-14 (In addition to the above): Gather and organize information on problems or procedures; then analyze data gathered and develop solutions or alternative methods of proceeding. Perform a variety of complex management/program analysis functions and advises managers and operational personnel on difficult and/or complex issues. Serve as Team Leader on projects, as required, using the agile methodology approach. Monitor and evaluate progress and quality of work performed by vendor/contractor; may participate in the design and development stages of software developed under contract. Define tasks and activities to support development and deployment of new solutions, provides reasonable estimates for level of effort needed to accomplish assigned tasks.

Qualifications

GS-07: Applicant must possess at least one (1) year of SE equivalent to the GS-05 grade level. SE is defined as follows: Utilized knowledge of software distribution tools and related mechanisms to maintain existing IT systems. Analyzed and resolved problems and needs to accomplish objectives. GS-09: Applicant must possess at least one (1) year of SE equivalent to the GS-07 grade level. SE is defined as follows: Analyzed work process and performed maintenance in assigned areas that are of limited scope and difficulty. Supported the development of various IT applications and software, providing testing support and offering recommendations regarding potential enhancements. Utilized programming languages and procedures to test and debug programs according to detailed requirements. GS-11: Applicant must possess at least one (1) year of SE equivalent to the GS-09 level. SE is defined as follows: Provided advice to various levels of personnel regarding administrative and technical matters related to IT programs and/or services. Applied IT principals, methods, and programming languages focused on the design, development, testing, and implementation of software for programs. GS-12: Applicant must possess at least one (1) year of SE equivalent to the GS-11 level. SE is defined as follows: Prepared presentations, formal and informal reports, correspondence, briefings, charts, tables, and graphs that were distributed throughout an organization. Gathered, evaluated and compiled a variety of complex analytical data and information to report progress, explain problems discerned with the data, and provided recommendations for solutions. Conducted quality reviews and developed and modified quality assurance measures. GS-13: Applicant must possess at least one (1) year of SE equivalent tthe GS-12 level. SE is defined as follows: Experienced in technology management, problem solving, and implementation of related activities. Provided expert advice and guidance to management regarding technical issues which pertain to the planning, designing, developing, procuring, implementing, operating, and maintaining of the organization's IT systems. GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 level. SE is defined as follows: Experienced in project management, planning and management control techniques as well as resource estimation and cost benefit analysis techniques relative to project management functions. Developed, interpreted, plan, and applied policy and process best practices in the delivery of enterprise-wide, multi-discipline IT network service capacity and performance monitoring. Desired Skills Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants. Desired skills are experience and/or knowledge with one or more of the following: Unix/Linux Agile (scaled) Sec/Dev/Ops C++, Python, Java, and other coding languages ASP.NET Core 2.0+ Microsoft EF Core Various Microsoft products Azure - Ansible, Jenkins or other automation software SAFe AWS and other Cloud technologies Atlassian Tool Suite IaaS/PaaS/SaaS Pega

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

GS-7: Applicant must have a bachelor's degree with superior academic achievement or one (1) full year of graduate level education. Superior academic achievement is the completion of all the requirements of a bachelor's degree from an accredited college or university, which is based on (1) class standing, (2) grade-point average of 3.0 or higher as recorded on an official transcript, or as based on courses completed during the final two years of the curriculum, or (3) honor society membership.

GS-9: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.

Education cannot be substituted for specialized experience at the GS-12, GS-13, or GS-14 levels.

Degrees must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.
