This position is located in the Bureau of Diplomatic Security, Office of Personnel Security and Suitability, Operations Division. The Division is responsible for determining the initial and continuing eligibility of Department Of State personnel. You will serve as a Personnel Security Specialist responsible for determining investigative sufficiency and adjudicating security clearance eligibility for a variety of exceedingly complex and/or controversial cases.
Duties
Establishes goals, objectives, plans, and priorities, adjusting as necessary to meet changing program
requirements.
Assists in the development of quality assurance assessments into the security clearance background
investigation management database
Reviews and verifies all quality assurance assessments submitted by Quality Management Program team
members for completeness
Performs quality assurance assessments, documenting results, and recommending further action when
warranted
Liaises with other federal agencies to identify program best practices to
keep abreast of federal policy and/or process changes to federal quality assessments
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience conducting investigations and evaluating results for compliance with prescribed standards and criteria. -Experience validating submitted clearance packages and following up through completion of the clearance determination. -Experience analyzing information applying national adjudicative criteria and granting interim security clearances, public trust determinations, and final security clearances. -Experience developing electronic data systems as necessary to respond to management information requirements.
There is no substitute of education for specialized experience for the GS-13 position.
