This position is located at the VA's Office of Construction and Facilities Management in Washington, DC.

Duties

The incumbent serves as the Senior Commissioning Engineer within the Consulting Support Service (CSS), Office of the Deputy Executive Director (ODED), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics, and Construction (OALC), Department of Veterans Affairs (DVA) in Washington, DC. Consulting Support Office supports all components of the Department of Veterans Affairs nationwide including professionals within CFM and offices external to CFM, including but not limited to, providing support on A/E issues, subject matter expertise in all matters pertaining to VA's major design and construction programs, and serves as VA's authoritative source for advice on issues at existing VA Medical Centers. The Service also includes direct on-call consulting support VA-wide, overseeing a full array of technical professional consultation such as planning, design concepts, design development, construction documents, and O&M services. The incumbent also serves as the Departmental expert in all areas related to code compliance, construction issues, and building commissioning requirements. The incumbent resolves the most unusual and most complex problems and difficulties with building systems design and construction for specialized VA facilities and provides commissioning engineering consulting support to CFM members and field engineering offices on the application of advanced building systems engineering methodologies, including medical equipment and building envelop and building structural systems. Resolves the most difficult technical issues and problems that rise to the Director, Consulting Support Service level from the VISN Support Service Center staff, VISN staff, Medical Center Engineers, Resident Engineers, subordinate staff, Architectural/Engineering consultants, specialty consultants, and other government agencies involved with VA projects such as USACE. These are issues that have resisted resolution by full performance engineers and architects at lower levels or wherever selecting the best approach from multiple options is in dispute. Handles especially complex or sensitive assignments originating from top Departmental and VHA officials. Such assignments are characterized by the interest of high-level officials such as the Chief Facilities Management Office, the Under Secretary for Health, the Secretary of Veterans Affairs, members of Congress or high-ranking officials of the various Veterans Service Organizations. Provides technical consultation to VA officials. Provides commissioning engineering expertise on the review of building systems designs and proposed replacement systems. Conducts comprehensive studies to resolve and trouble shoot complex problems that occur throughout the various design stages and through construction. Participates in the inspection and evaluation of installed systems. Work Schedule: Typical work hours are Monday-Friday 8:00 am to 4:30 pm. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Professional Engineering License for this position is preferred and will be considered a plus. Please submit a copy of the active PE license and other nationally recognized commissioning related certifications such as ACG, AABC, AEE or NEBB if applicable. You must also possess one year of specialized experience as described below: Examples of specialized experience include: experience as a senior resident engineer over a major renovation, modernization or new construction project involving two or more types of medical facilities; experience as a supervisor for a team of matrix of engineering and architectural specialties; experience in contract administration for Federal major construction projects; experience in primary responsibilities to explain, plan, coordinate, defend justify or negotiate difficulties of interpretation of construction contract documents; experience in developing written responses to inquire requests for technical and administrative subjects and communicating job progress through verbal and writing means. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education

There is no educational substitution for this position, however, you must meet the Basic Education requirement.

Basic Requirements for General Engineer
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses or Related curriculum.
