This position is located within the Transmission section (LT), Office of General Counsel (L), Bonneville Power Administration (BPA).
The purpose of this position is to provide advice and counsel on matters that fall within the functions of a federal power marketing agency generally, and more particularly, upon matters that fall within the authorities granted BPA through its organic statutes.
Duties
As an Attorney-Adviser (General) you will:
Render legal advice to managers and staff on administrative and policy matters.
Support legal positions taken by BPA and work with members of various BPA offices and Departmental components providing opinions and advice within the scope of the assignment.
Analyze and interpret various federal and State laws, orders, rules and regulations, and judicial opinions and orders relating to BPA.
Participate in quasi-judicial proceedings both intra-departmental (BPA rate cases, personnel actions) and before regulatory bodies, such as the FERC or the MSPB
Research, write, edit and analyze memoranda, motions, pleadings, discovery and briefs involving litigation in various courts.
Review proposed Congressional and State legislation affecting BPA, as requested and draft formal comments or otherwise make substantive recommendations.
Draft, negotiate, or examine contracts or other legal documents required by BPA's activities.

- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- On occasion, long hours may be involved, some of which may be outside the normal office environment.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
Qualifications
BASIC REQUIREMENT:
Have a professional law degree (LL.B. or J. D.) and membership in a State or District of Columbia bar
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-12:
One year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.
GS-13:
One year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.
EXPERIENCE REQUESTED BY MANAGEMENT:
1) Conducting complex legal analysis on various federal and state laws, orders, rules and regulations, and judicial
opinions relating to the energy sector; and 2) applying department policies to departmental programs/operations or personnel.
OR
Experience with Federal Torts Claim Act and experience utilizing eDiscovery software.
