Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 2 position. The minimum pay for this position is $190,687.00. Pay is set based on consideration of the selectee's current salary and other factors. Routine and situational telework may be approved at the discretion of the supervisor. Veterans preference does not apply to the Senior Executive Service (SES).

Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. The Regional Solicitor is assisted by one or more Assistant Regional Solicitors and one or more Field Solicitors, and directs, supervises, and participates in the provision of legal services, counsel, advice, and all other legal work arising in the region covering the entire spectrum of Departmental operations. The incumbent implements legal policies, procedures, decisions, and practices prescribed by the Solicitor for Departmental programs and issues. The incumbent furnishes specialized legal expertise in a vast and varied array of legal fields including (1) administrative law and procedures, (2) legislative law and procedures, (3) constitutional law and procedures, (4) laws affecting Indian Tribes and allottees, (5) natural resource and environmental laws, (6) court rules and procedures, (7) contract and procurement laws, (8) real and personal property laws, and (9) other laws, rules and regulations pertaining to the various Departmental bureaus, offices, programs, functions and activities. The Regional Solicitor and regional attorneys appear as Department counsel in contract negotiations, administrative hearings and proceedings; reviews and prepares contracts, grants, leases, and other legal documents; develops legal theories, tactics, and procedures; prepares for and assists in the trial of matters litigated and appealed in courts; furnishes technical and policy guidance in the solution of complex legal issues; performs exhaustive research; furnishes legal advice, opinions, decisions and new and novel legal procedures, instruments, and documents required to facilitate and provide the most effective operation, administration, and enforcement of various Departmental programs and activities. The Regional Solicitor represents the Solicitor, Secretary, or other Departmental officials in meetings, negotiations, and conferences with key officials of state and local governments, Members of Congress and their staffs, state and federal judges, distinguished private attorneys, and other high-ranking officials of other Federal agencies. The incumbent must demonstrate initiative in ensuring that the region's attorneys provide effective legal counsel for their clients. The incumbent must be tactful, responsible, possess the ability to analyze and interpret legal issues of great importance in an objective manner and to protect the public interest, and provide unbiased opinions and determinations. The Regional Solicitor provides positive direction and implementation of the Departmental EEO objectives. The incumbent advises subordinate supervisors of the expectations for affirmative action with respect to EEO objectives and goals, and their specific EEO responsibilities, including implementation of and adherence to the Department's Zero Tolerance Policy and Diversity and Inclusion objectives. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation Mandatory Technical Qualifications (MTQs)- *Required Documentation* MTQs are designed to assess an applicant's experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results. 1. Expert knowledge of and competency in the application of the full range of laws and regulations related to most of the following areas: land resources; water resources; Indian and territorial affairs; fish and wildlife; parks; energy; minerals; mining; grazing; natural resource damage assessment and restoration; procurement; patents; grants; contracts; environmental impact; Freedom of Information Act; and litigation. 2. Demonstrated executive level ability to manage a legal program with diverse activities, including experience developing, implementing, monitoring, and reviewing policies, procedures, and operations. 3. Demonstrated executive level ability to coordinate and oversee both litigation and administrative proceedings. Challenge-Context-Action-Result(s) (CCAR) Model. CCAR Model is outline below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one example of relevant experience. Challenge: Describe a specific problem or goal. Context: Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action: Discuss the specific actions you took to address a challenge. Result: Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.
