Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Gulf of Mexico Region, Office of Leasing and Plans, Mapping and Automation Section in Jefferson, LA.
At the full performance level, GS-12 the major duties of this position include, but are not limited to the following:
Serves as a Mapping and Automation Section Advisor and the Office of Leasing and Plans (OLP) expert on OLP data related issues. Coordinate, assist, and in some cases, develop OLP database/geodatabase projects as they are needed. Serves as the lead and/or co-lead on the project team for the development of OLP related database/geodatabase development.
Coordinates and maintains official metadata files in accordance with Executive Order 12906 (1994) and Office of Management and Budget (OMB) circular A-16 which requires the creation of Federal Geographic Data Committee (FGDC) compliant meta data for all federal geospatial data. Insures the official BOEM metadata documents exist and are published for all MAS spatial data sets.
Routinely coordinates and disseminates regular updates of GIS spatial statistics and mapping product which contain changes in the GOM spatial databases. These data sets and map products detail the status of leases, administrative boundaries, blocks and blocks acreage including the GOM Region Lease map, Visual I, active leases layer, LNG proposals, lease term lines, royalty relied, and numerous other spatial data sets. This responsibility requires extensive coordination with numerous program offices for the review for the review and monitoring of complex GIS data sets.
Serves as a TIMS, NCIS, TIMSWEB, and TIMSGIS CUAT Lead or co-lead. Coordinates and approves all designs, changes, and enhancements associated with the TIMS OLP Corporate Database relative to the Lease Administration, Company, Bonding, the Assignment Tracking System, Presale, Sale, and Postsale Components. As CUAT, performs tests on data enhancements, coordinates test results from users and provides responses back to TIMS, NCIS TIMSWEB and Geographic Information Systems program coordinator. Conducts quality assurance testing and reviews systems that are ready for release into the production environment. Participates in both design and system evaluation meetings with stakeholders for all OLP components.
Prepares and updates database/geodatabase management instructional handbooks, writing instructions, and operating procedures. Assists users in navigating and accessing the organization's database/geodatabase using various interface technologies such as structure query language (SQL).
Develops, maintains, and documents digital data sets of interest to OLP and other BOEM program office including Headquarters. This includes working closely with numerous subject matter and technical experts within BOEM, state and federal agencies, and various other external sources to identify spatial and related non-spatial data sources and formats, assisting in quality assurance/quality control of the data, and working with appropriate information technology staff to ensure data are stored and accessed according to existing standards and requirements.
Coordinates with industry and BOEM GOMR program representatives on data needs, explains leasing and regulatory requirements and resolves issues. Acts as liaison with headquarters, Regional, ONRR and other agency personnel to exchange technical information and secure acceptance and approval of major system proposals involving OLP.
Serves as an OLP representative and subject matter expert on TIMS, NCIS, TIMS Web, and GIS matters. When requested, serves on NCIS/TIMS Web to support the design, implementation, and development of new systems and integration of existing systems. Consults with regional users and management to determine their system requirements and ensures that user needs are transformed into acceptable preliminary design and project plan. Analyzes impacts of new file design and modifications to existing database/geodatabase structures. Identifies errors and omissions in requirements. Determines feasibility and practicality of requested automation modifications.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-9: $57,118 - $74,250 per annum
GS-11: $69,107 - $89,835 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:
To qualify for this position you must meet A, B, or C defined below.
GS-09
A. Specialized Experience
To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Developing, coordinating, organizing, managing and disseminating data and information to and for a wide variety of subject matter and technical experts, management, other agencies/companies and the public.
2. Performing administrative duties that include the movement and manipulation of geospatial data and non-geospatial data using the ESRI software suite and other products.

B. Education: Possess 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D.).

C. Combination of Education and Specialized Experience: Possess a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
GS-11
A. Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Working independently applying knowledge and skills to the task at hand with minimal guidance while developing priorities and time frames for work accomplishments.
2. Developing, coordinating, organizing, managing, and disseminating data and information to and for a wide variety of subject matter and technical experts, management, other agencies/companies and the public.
3. Performing administrative duties that include the movement and manipulation of geospatial and non-geospatial data using the ESRI software suite and other products.

B. Education: Possess 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree, or LL.M, if related.
