This position is located at the Ronald Reagan Building, 1300 Pennsylvania, Avenue, NW., Washington, DC. within the Bureau for Africa, Office of East African Affairs, at the U.S. Agency for International Development (USAID).

Duties

Serves as the organizational expert in reviewing and interpreting new and established directives and regulations to determine their impact on complex or new programs in developing countries. Prepares briefing documents, reports and/or written analyses regarding USAID policies and positions on difficult or complex matters. Briefs senior Agency/Bureau officials for participation in interagency policy discussions, Congressional hearings, and engagement with foreign officials on the same. Identifies and implements necessary actions related to implementation, monitoring, and evaluation of development assistance programs and projects. Serves as expert in the resolution of problems and issues related to substantive mission-oriented programs that influence the development and maintenance of relationships with various agency and interagency stakeholders in government. Establishes and maintains effective working relationships and information networks with agency and interagency counterparts, non-governmental organizations, and the policy community affected by organizational programs. Establishes working relationships with agency and interagency counterparts to gain a better understanding of their interests and to facilitate their participation and understanding.

Requirements

  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.

  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.

  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Basic Requirement: GS-14 - You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) preparing briefing documents and written analyses regarding an organization's policies and positions on difficult or complex international development matters; b) understanding and utilizing outreach strategies designed to reach and engage diverse stakeholders in collaborative efforts; and c) planning, designing, or backstopping centralized and mission-specific projects under established or proposed program objectives. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Selective Placement Factor (SPF): Do you have experience implementing civilian international development or humanitarian assistance programs in the developing world or backstopping them from headquarters; or advancing civilian international development or humanitarian policy? Answer to this question must be demonstrated in your resume. If you do not possess this SPF, your application will be deemed ineligible. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
