The primary purpose of this position is to provide database management support to the organization to include
designing, developing, integrating, and/or maintaining database structures.
Duties
Analyzes, designs, develops, and maintains database structure and database applications to effectively manage organizational data assets and ensure that the database collects, stores, and processes data that supports current and future organizational business needs.
Evaluates effectiveness, analyzes, designs and develops changes or modifications to the database. Ensures changes do not have a negative effect on other areas of the database.
Evaluates the effectiveness of current database methods and procedures. Conducts substantial problem analysis to identify adverse trends, ineffective practices or procedures, and equipment shortcomings.
Provides customer assistance and/or training for assigned database systems. Works to achieve and support quality improvement in all products and services and takes a proactive approach in providing customer assistance.

- Position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing.
- Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may occasionally require travel away from the normal duty station.
- The employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of a full range of database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems that meet current and future organizational business requirements. Knowledge of database management principles and policies to include defining data polices and standards, planning for the efficient use of data, coordinating data structures, and performing logical database designs. Knowledge of database management systems to store, organize, and access information in a database including data management and the functions of controlling the acquisition, analysis, storage, retrieval, and distribution of data. Knowledge of data structure and the framework that defines the specifics about one or more types of data that support user systems. Knowledge of system software and systems development life cycles including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing sufficient to plan and coordinate the migration of data from legacy to newer versions of database management systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of database management concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining database systems that meet current and future organizational business requirements.
Knowledge of the agency, command, installation, and industry database processing standards, policies, and procedures.
Ability to communicate effectively, both orally and in writing.
Ability to analyze component interrelationships and evaluate computer database systems and computer applications.
Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions and solve a variety of database management problems.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
