The primary purpose of this position is: Information Technology Specialist Aircraft Systems, Fuels and Telecommunications Training Systems; and squadron systems administrator with responsibility for planning and coordinating the installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of hardware and software systems.
Duties
Performs services as a systems administrator.
Evaluates computer-based technologies and their effect on the operational aircraft, telecommunications, vehicle maintenance and fuels training environment.
Develops and documents systems administration standard operating procedures and provides guidance to leadership.
Provides system administration, technical assistance, systems advisory service, and training.
Installs, troubleshoots, repairs, programs, modifies, test, and maintains voice/data/VoIP and digital switching systems network equipment.

- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- Must be able to obtain and maintain a secret security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M
- the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes; Utilization of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Utilization of Aircraft Systems, Fuels and Telecommunications training requirements sufficient to evaluate and report on new IT tools and trends, which will enhance customer use of systems, and to recommend purchase of new technology, which will enhance the delivery of customer support services.

Education Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of information system design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining system/network services that support functional training requirements which include Telecommunications, Aircraft Systems and Fuels.
2. Knowledge of professional principles, practices, and techniques of instruction as well as professional training concepts, practices, policies, and procedures incorporating technology in the delivery of training.
3. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system.
4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of IT systems/services.
5. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.
6. Knowledge of and ability to maintain a wide range of telecommunications network equipment (i.e Digital, VoIP, etc) to include systems operational requirements, operational capabilities and limitations of electronic telecommunications digital switching network systems equipment; data transmission media systems; telephone/voice and data circuitry equipment to include T-carrier, fiber-optic modems, and multiplexers and associated hardware equipment and systems to diagnose problems and determine corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
