The Eastern Oklahoma VA Health Care System (EOVAHCS) is currently recruiting for a Supervisory Occupational Therapist to supervise, lead, and guide our Therapy Section. The incumbent will be part of the Physical Medicine & Rehabilitation Services interdisciplinary leadership team, which includes therapy supervisors, section chiefs, the service administrative officer, and the service chief. Duty location may be located at either the Muskogee VHA or the Tulsa VHA.

VA Careers - Physical / Occupational Therapy: https://youtube.com/embed/Gi2hoFqIoqY Major duties and responsibilities include, but are not limited to the following: Administrative Management Knowledge of the mission, functions and operations of Physical Therapy, Occupational Therapy, Recreation Therapy, Vocational Rehabilitation, Blind Rehabilitation and Speech Language Pathology clinical services within a clinical service line and their internal relationships within EOVAHCS, VHA and VISN 19 and the interrelationships with other federal, state and community organizations. Knowledge of accreditation, reporting, oversight and inspection, emergency management and safety requirements necessary for effective management clinical services within a complex clinical service line (e.g., Veteran Health Administration Directives, Office of Personnel Management requirements, the Commission on Accreditation of Rehabilitation Facilities (CARF) standards, the Joint Commission standards, and other regulatory bodies). Knowledge of and skill in using management information systems, office automation systems and processes, and computer applications to manage clinical resources which include personnel management, budget management, and contracting/procurement and equipment management. Knowledge of regulations and standards of various regulatory and credentialing groups. Knowledge and skill in oral and written communication to prepare and present recommendations and solutions regarding clinical service issues based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts, graphs, workload trends and resource needs. Knowledge of clinical operations and workload management in health care delivery systems. Knowledge of quality and performance improvement processes and models for clinical services. Knowledge of health care management strategies and methods to evaluate and allocate resources to improve clinical operations efficiency and effectiveness of rehabilitation services. Knowledge of and ability to manage budgets for complex clinical rehabilitation services. Resource Management Knowledge of health care management strategies and methods to evaluate and allocate resources to improve clinical operations efficiency and effectiveness of rehabilitation services. Knowledge of and ability to manage budgets for complex clinical rehabilitation services. Knowledge of management systems to establish and monitor productivity standards and production and performance priorities. Personnel Management/Supervision Knowledge of personnel management policy and procedures related to recruitment, promotions, performance, awards and recognition, position classification, training, disciplinary action, labor relations, supervision, and competency for clinical services within a clinical service line (i.e., Title 5, Title 38, and Hybrid Title 38 employees). Advanced professional knowledge within an allied rehabilitation professional field and maintains professional degree, licensure and/or certification in clinical specialty area. Skill in managing, directing, and supervising a diverse clinical staff to include setting priorities, delegating tasks and responsibilities, meeting multiple deadlines, analyzing complex organizational problems to develop and implement effective solutions. Knowledge of change management principles to engage and motivate employees at all levels of the organization to gain a commitment to the mission of the clinical services and service line to meet organizational and service line performance goals. Knowledge of group and individual process management techniques & approaches for personnel development, to enhance teamwork & collaboration, and conflict resolution. Knowledge of and skill in developing internal policies and programs and in fostering a commitment by subordinate employees. Clinical Management and Services Advanced knowledge of, and ability to utilize, evidence-based practices and clinical practice guidelines in multiple professional areas, and to ability to guide the program staff in applying these tools and services through subordinate Clinical Specialty Program Managers/Supervisors. Knowledge of clinical guidelines, protocols, and algorithms to maximize efficient and effective clinical services, benchmarking against community and federal standards. Knowledge of long- and short-range strategic planning for clinical services within a clinical service line to meet future demands and optimizing potential opportunities for progress. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Proficiency: Must be proficient in spoken and written English. Education and experience. The individual must meet at least one of the following requirements below: Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; Master's Degree or higher in occupational therapy. NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Degree programs may be verified by contacting the American Occupational Therapy Association website or at their office address: American Occupational Therapy Association, P.O. Box 31220, Bethesda, MD 20824-1220. Foreign Graduates. Graduates of foreign occupational therapy programs meet the basic education and experience requirements if they have a current, full, active and unrestricted license to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. Certification. Candidates must possess a current National Board for Certification in Occupational Therapy (NBCOT) certification as an Occupational Therapist. State Licensure. Candidates must possess a full, current, and unrestricted state license, to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia. Loss of Credential. An employee in this occupation who fails to maintain the required state or territorial licensure and the NBCOT certification, both current and in good standing, must be removed from the occupation, which may result in termination of employment. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Occupational Therapist, GS-13 Education, Experience, and Licensure. Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality performance, and productivity within the service. Skill in dealing with employees, team leaders, and managers to include conflict resolution. Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools. Preferred Experience: Experience in collaborative leadership, effective team building and support, and VA-practice management. References: VA Handbook 5005/127, Part II, Appendix G14 The full performance level of this vacancy is GS-13. Physical Requirements: The Oklahoma City VA Health Care System has a no-lift policy. Utilization of a lift is required for lifting greater than 35 pounds. Employee will have frequent moderate lifting of 15-44 pounds with repeated bending intermittently, pushing, straight pulling, and reaching above the shoulder, using fingers, walking up to 8 hours, standing up to 8 hours, ability to have rapid mental and muscular coordination simultaneously, ability to read typed material without visual strain, depth perception, ability to distinguish basic colors, ability to distinguish shades of color, ability to hear (aid permitted), emotional and mental stability. Ability to drive a government vehicle is required.
