This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Analyst (Program Assessments and Metrics), NH-0343-4, is assigned to the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology) located in Arlington, Virginia
Duties
Serves as technical expert and advisor to the Deputy for Acquisition and systems Management (DASM), Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology (ASA(ALT)) on all matters relative to the acquisition of major Army systems for performance assessments and metrics of Army Acquisition programs.
Overseeing performance assessments and metrics for all acquisition category (ACAT) programs.
Advise on a wide variety of technical matters in carrying out performance assessments of Army acquisition programs by preparing the Army Acquisition Executive (AAE) and DASM to participate in Department of Army and Secretary of Defense boards engaged in reviewing systems acquisition and program performances issues.
Serve as Acquisition Reporting and Management (ARM) Directorate focal point for the implementation and institutionalization of the Evaluation and Performance Assessments for Program Management systems.
Prepares and interprets policy, guidance and directives to conduct and oversee performance assessments and root cause analyses.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure (OGE-450) required upon entry into the position and annually thereafter.
- Selectees must meet position requirement in Career Category "Program Management" for Advanced certification within 48 months of entrance on duty.
- Must maintain a Secret Security Clearance.
- One-year probationary period.

One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the NH-03 pay band (GS-13 equivalent or higher) in the Federal Service, which includes the following: 1) Interpreting statutes and regulations pertaining to federal and defense acquisition programs; 2) Implementing performance assessments for acquisition programs; 3) Providing technical expertise of performance assessments pertaining to acquisition programs and the program performance issues; and 4)providing advice to senior level management.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
