This position is in the Environmental Management Service (EMS) located at Hampton VA Medical Center within VISN 6 VA Mid-Atlantic Health Care Network. The incumbent in this position primary responsibility is to prepare time and leave records for EMS staff, to include preparation of reports, meeting minutes, amd memorandums in final format without prior typed drafts. EMS is a 24 hour a day operation with numerous tours of duties.
Duties
Major duties include, but are not limited to the following below:
Manages, processes and tracks recording of man-hours worked in the Environmental Management Service.
-Determines appropriateness of hours being charged and types of special pay, as well as the accuracy of the authorization documents.
Provides advice and guidance to employees and supervisors on applicable rules, regulations, and procedures for time and leave issues.
Performs leave audits on personnel with low leave balances or for questionable patterns of employee leave usage.
Utilizes database management program, word processing and spreadsheets to prepare and track records of overtime/compensatory time for use by Environmental Management and Fiscal Service for financial oversight.
Provides back-up support for administrative personnel in maintaining data on spreadsheets or databases (i.e. Excel, Access).
Processes new employees and collects time cards and places cards in correct Time and Leave (T&L) unit.
Initiates personnel action requests for name changes, resignations, transfers, appointments, and leave without pay.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience and/or requirements, you must be able to type at least 40 words per minute.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Time and Leave Clerk at the full performance level (GS-5), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Examples of specialized experience include, but are not limited to: possesses computer skills to utilize a variety of software programs such as Microsoft Office, and other automated time and attendance systems; possesses knowledge of time and leave rules and regulations and agency policies covering pay plans under various personnel systems; understands appointment authorities including career, career-conditional, excepted, temporary, term, intermittent, full-time, part-time, and fee basis involving various entitlements to pay, leave, differentials, etc.; audits files, traces errors and makes retroactive adjustments in posting time that covers significant time periods; communicates verbally and in writing with a variety of internal and external customers in a professional and timely manner; gathers, creates, reviews and maintains a variety of data; demonstrates skills as a qualified typist sufficient to produce documents on a personal computer using word processing software; possesses knowledge of correct spelling, grammar, punctuation, record keeping, and required formats to review correspondences disseminated to internal and external customers (Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.); OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a successfully completed four (4) years of education above the high school level. (Note: This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university.) Transcripts required; OR,
Combination of Experience & Education: Applicants may also combine especialized experience and education as described above. [Note: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.] Transcripts required.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Entering and recording functions of timekeeping duties are sedentary. Timekeeping functions include an extensive amount of walking to units within the Medical Center and the Environmental Management Service office. Operates under stress to meet deadlines.
Work Environment: The employee works in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
