This position is located in the Department of Veterans Affairs, Veterans Health Administration, Hampton VA Medical Center, in Patient Care Service. This position's primary responsibility is to prepare time and leave records for Nursing Service employees. The incumbent's responsibilities also include preparation of reports, minutes, and memorandums in final form, without prior typed drafts. Nursing Service is a 24 hour a day operation with numerous tours of duties, including compressed schedules.
Duties
Duties include but are not limited to:
Posts, examines, computes and balances hours on time and leave records using VATAS.
Interprets and applies regulation regarding leave earnings, charges of leave, posting legal holidays, leave without pay, advance leave, sick leave etc.
Determines appropriateness of hours being charged and types of special pay.
Provides advice and guidance to employees and supervisors on applicable rules, regulations, and procedures relating to time and leave issues including pay entitlement to overtime, differential, holiday, and special rates, premium pay, and and allowances.
Determines eligibility for pay and benefits, based on such factors as the type of appointment, pay plan, and tour of duty involved.
Performs leave audits on personnel with low leave balances and/or when there appears to be a questionable pattern of employee leave usage.
Distributes leave and earnings statements to employees biweekly.
Provides back up support for administrative personnel in maintaining data on spreadsheets or databases.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement GS-05: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of a body of standardized rules and regulations relating to entitlement and use of various categories of time and leave and the various types of special pay in order to accurately and appropriately post time and resolve discrepancies in accordance with regulations. Knowledge of Nursing Service policies, procedures, key personnel to be able to follow up on needed information and answer questions regarding time and leave , attendance, leave without pay, and workman's compensation. Knowledge of an automated data system such as VISTA, DHCP, PEV, and Defense Finance and Accounting Service (DFAS) to input a range of standard information or adjustments, understand recurring error reports and take corrective action, and generate a variety of standard reports. Knowledge of VA VAMC, and service administrative and clerical policies and procedures to create, format, and proofread documents; reproduce and distribute materials; and maintain files. Knowledge and skill in the use of computer equipment with a variety of software such as Word, Outlook, and VHA databases to complete day-to-day assignments. Ability to communicate with a variety of employees and supervisors.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Typing and recording functions of timekeeping duties are sedentary. Timekeeping functions include an extensive amount of walking to units within the Medical Center and the Nursing Service Office.
