Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Budget Analyst in the Department of the Air Force Deputy Assistant Secretary (Budget Investment) Directorate.

Duties

At the agency level performs budget formulation procedures/processes involving independent assessments and preparation of detailed analyses, budget estimates, special reports, and other documentation for a segment of the Air Force budget Ensures proper execution of the Air Force budget as authorized and appropriated by Congress. Controls funds distribution and monitors monthly obligations and expenditures for assigned accounts, and accurately identifies conditions of over or under obligation of funds Provides financial advisory services for a segment of the agency budget. Serves as a financial consultant to management on issues such as acquisition budgeting strategies and techniques; use of financial management products; resource distribution program priorities; acquisition financial forecasts and projections; and development of annual and long-range financial plans Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments

  • Travel by regularly scheduled commercial or military conveyance in accordance with JTR may be required in performance of TDY

  • This is a Financial Management Level 2 ( 2, GS-10-13) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.
  • The employee must meet Defense Acquisition workforce Improvement Act (DAWIA) requirements applicable to the duties of the position

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes having knowledge of the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive national program or agency business area and expenditure of federal funds. Knowledge and understanding of agency, DoD, OMB, and Congressional budget formulation processes and the ability to develop budgetary policy and assist other analysts in the formulation of budget estimates. Knowledge and understanding of agency, DoD, OMB, and Congressional budget execution processes and practices along with the ability to develop, implement, and advise on agency-wide policies and controls for the obligation and expenditure of funds. Must have skill in information technology and its uses in multi-functional contexts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management Knowledge of missions, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide Air Staff and command level guidance pertaining to acquisition, budget formulation and financial management Ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments Knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB circulars, and Congressional legislation PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
