Duties

As a Congressional Liaison Officer, GS-0301-14 you will perform the following duties: Developing and maintaining a continuing awareness of the philosophies, mission, special interests, and areas of concern for the agencies Congressional Affairs/Relations department. Ensuring a harmonious relationship is established for an effective interchange of information between the Congress and the Agency. Developing plans, policies, and procedures governing relationships with members of Congress and determines the nature of action required to affect improvements and mutually beneficial changes. Convincing concerned parties to understand and subscribe to limitations placed on agency actions and options by presenting factual information.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Providing assistance to the agency by planning, directing and coordinating congressional liaison activities; Conducting special briefings for Congressional leaders, Committees and their staffs and to promote favorable consideration of legislative needs; Preparing or coordinating the preparation of reports, statistical backup, and other information, which will provide solid and logical justification to Congress in the advocacy of the agency goals and views; AND Ensuring Congress and their staffs are provided with clear and concise analysis and interpretation of new and revised programs administered by the agency. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
