Duties

As Deputy Commissioner for Patents, you will work together with the Commissioner for Patents and the rest of a talented, diverse executive leadership team at our beautiful Alexandria, Virginia, headquarters. You will be at the exciting forefront of the patents life cycle and develop strategies in support of the USPTO's mission to unleash American innovation. Qualifications

Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications and executive core qualifications set forth below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please provide your narrative responses to the Professional Technical Qualification (PTQs) and Executive Core Qualifications (ECQs) questions. Do not write "see resume". Applicants are required to input narrative responses to the PTQs and ECQs in the text boxes as prompted by USAJobs. Each PTQ and ECQ has a 10,000-character limit (to include spaces) that must be adhered to. Applicants must use the USA Jobs text boxes for submitting their PTQs and ECQs. Professional Technical Qualifications (PTQs): Experience in directing, supervising, and evaluating the activities of a professional and technical organization unit. Demonstrated knowledge of experience with patent statutes, regulations, and court decisions. Demonstrated ability to advise senior level executives on and to recommend thoughtful solutions for complex legal issues. Demonstrated ability to work closely with the USPTO user community, trade associations, and/or bar associations. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM, only need to submit a resume and narrative statement covering each of the PTQs requirements and do NOT need to address the below ECQs. For the following five Executive Core Qualifications (ECQs), you are required to submit a narrative response addressing your specific knowledge, skills, and abilities that demonstrate your possession of these qualifications. Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems and calculating risks. Business Acumen - This core qualification involves the ability to manage human, financial and information resources strategically. Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. Education

The educational requirement for this position is at least a bachelor's degree in an engineering, scientific, or technical field.
