This position is located within the Veterans Health Administration, Department of Veterans Affairs, Mid-Atlantic Health Care Network (VISN 6), Central Virginia (Richmond) VA Healthcare System, Richmond, Virginia (CVHCS), Quality Management Service (QM).

Duties

Interpret national administrative regulations and executive career field performance measures, developing and implementing local administrative policies, defining administrative requirements, and/or providing advice to the Chief, QM on related issues. Work with QM Program Managers and staff to ensure that health care system memorandums are in compliance with local standards. Assist departments throughout the facility to develop programs to ensure quality processes are planned and implemented to identify, prevent and correct unsatisfactory conditions or elements of VHA, TJC, Office of Medical Inspector (OMI) and Office of Inspector General (OIG), Commission on Accreditation of Rehabilitation Facilities (CARF) and any other pertinent regulatory agencies. Develop policy, motivational material, and/or information to facilitate participation in important program initiatives in support of QM. Oversee multiple health care system quality monitoring activities, such as evaluating performance measure reports. Acts as a liaison with persons and/or groups within and outside the organization Independently plans, schedules, and conducts projects to evaluate and recommend ways to improve the effectiveness and efficiency of operations for QM. Organize service-wide meetings and ensuring proper communication of administrative information items for the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pertinent laws, regulations, policies and precedents which affect the use of programs and related support resources in the area studied; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; expert command and use of the English language; the ability to communicate abstract concepts and the skill to proofread submitted documents for content, formatting grammar and punctuation, and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; Possesses extensive knowledge of multiple software programs, to include Microsoft Word, Excel, Access, Publisher, PowerPoint, Visio, SharePoint and Outlook - as well as Adobe Professional.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education successfully completing graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. . You will receive credit for all qualifying experience, including volunteer experience. Preferred Experience: Administrative knowledge and experience in Quality Management including daily operations, regulatory, and performance. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
