The Senior Advisor reports to the Deputy Assistant Attorney General for Human Resources and Administration/Chief Human Capital Officer (DAAG/HRA & CHCO). Duties include researching and promoting Human Resources (HR) cross- functional innovation opportunities, performing special studies, and providing expert advisory guidance and support on complex HR issues.

The Senior Advisor serves as consultant, program manager, and subject matter expert for the DAAG/HRA & CHCO, and the Department of Justice personnel on human capital innovation strategies and activities that align with and support DOJ's mission, objectives, and key priorities. Major duties include but are not limited to the following:
Generating new concepts, principles, and methods in the development and promotion of cross-functional (i.e., staffing, compensation, performance management, classification, workforce planning, etc.) innovation and organizational change.
Performing complex analytical studies, providing insight into implications of findings, developing implementation plans, and serving as a champion for recommended innovation opportunities.
Performing special projects and conducting complex cross-functional studies to assess regulatory compliance and efficiency of programs and operations.
Developing comprehensive plans and strategies for the internal and external integration of day-to- day and long-range projects, actions, and activities.
Analyzing, evaluating, and monitoring sensitive issues that have been elevated to the DAAG/HRA & CHCO and proposing recommendations for resolution.
Qualifications
To qualify for the position of Senior Advisor (Human Capital), your resume must demonstrate mastery of a variety of HR principles, concepts, laws, and regulations and consultative skill sufficient to generate new concepts, principles, and operational methods in a variety of functional areas (i.e., staffing, compensation, performance management, classification, etc.). Additionally, you must meet the mandatory technical qualifications (MTQ) listed below. Your responses to the MTQs should be addressed separately (separate document), not to exceed two (2) pages per MTQ.
MTQ 1: Demonstrated experience in the planning, development, and execution of strategic human capital initiatives for an organization.
MTQ 2: Expert knowledge and experience in managing federal human capital programs and/or projects (e.g., staffing, compensation, performance management, classification, etc.).
MTQ 3: Demonstrated experience providing senior leadership with authoritative technical guidance and advice on human resources laws, regulations, and policies.
