Performs timekeeping and word processing functions. Prepares time and attendance reports for 412.3 Nursing Service personnel using the National Decentralized Hospital Computer and Program and Veterans Health Information and Technology Architecture (VistA) for electronic time and attendance. Responsible for the correct application of two pay and leave systems for Title 5 and Title 38, as well as hybrid Title 38.
Duties
Duties include:
Communicates regularly with managers and supervisors regarding discrepancies.
Provides training to nurse managers and supervisors interpreting timecard entries and explaining entitlement to premium pays, differentials, and their applications.
Responsible for processing previously transmitted timecards in a timely manner when adjustments need to be made.
Verifies that overtime in recorded correctly on the time schedule and agrees with the overtime worked before posting on the electronic time and attendance report.
Maintains files related to employee time and attendance records, approved applications for leave, and employees who are on COP, Family and Medical Leave Act (FMLA) or limited duty.
Develops records, worksheets, and procedures necessary to carry out timekeeping functions.
Enters time and attendance information into the computer system for transmission to Austin.
Performs time and attendance for Nursing Service personnel using electronic software program (VATAS)
Responsible for the correct entry into the computer of Request for and Authorization of Overtime.
Enters time and attendance information into the computer system for transmission to Defense Finance Accounting Service (DFAS).
Uses Microsoft Office software execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports, and memoranda; and transmitting and receiving e-mail.
Work Schedule: Monday through Friday; 7:30am-4:00pm or 8:00am-4:30pm, subject to changes based on needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience and/or requirements, you must be able to type at least 40 words per minute.
AND
Specialized Experience:
Analyzes recurring changes and interpretation of policy and keep supervisors and alternates apprised.
Interpret pay and leave regulations to employees and their supervisor upon request.
Exercise and verify accuracy of all documents submitted to ensure employees receive payment appropriately
Administers personnel regulations, policies, and procedures, negotiated union agreements, FSLA regulations and OWCP regulations.
Operates good interpersonal skills for face-to-face and telephone contacts with employees, supervisors, payroll accounting section employees, staff, etc.

EDUCATION: 4 years above high school (Transcript required).

COMBINATION OF SPECIALIZED EXPERIENCE AND EDUCATION: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (Transcript required).

Physical Requirements: Work involves sitting at a desk much of the time, with standing, stooping, bending, and lifting while filing and obtaining/carrying needed supplies. Reproducing/copying and distributing certain materials require and average amount of walking daily. This position will require frequent keyboarding.
Telework: Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. Management officials will provide information about returning to the official, pre-pandemic worksite, when applicable. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
