Duty Location: Sacramento, California
Duties
Position may be filled at the GS-07, GS-09, and GS-11 level. If selected at the GS-09, the duties are developmental in nature, leading to the full performance level of GS-11. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: promotion is not automatic. At the GS-11 level, the incumbent performs the following:
Serves as project leader on a variety of land surveys and mapping projects. Establishes, investigates, and reestablishes land and property boundaries and prepares plats and legal descriptions for tracts of land.
Coordinates and integrates separate phases of each survey project.
Performs surveys in the full field-to-finish mode, using electronic data collection and computer based measurement software.
Examines physical evidence recovered in the field and assesses its acceptability with the support of recorded historical documents for positioning boundaries or resolving disputes. Evaluates the results for all computations and display of results
As part of the Safety of Dams program, oversees and/or performs structural behavior monitoring of major structures within the Region.
Compiles topographic and/or planimetric maps for small contour interval and large-scale maps.
Establishes a control network comprised of geodetic and supplemental control points to be used by other surveyors to fix the horizontal and vertical datums for production of large-scale topographic maps.
Qualifications
Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:
A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments; OR,
B. Combination of education and experience-courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education; OR,
C. The basic requirement for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-07: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Land Surveying.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree or equivalent master's or graduate degree in the field of land surveying.
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. in the field of land surveying.
In addition to meeting Basic Education, applicants must have specialized experience as defined below:
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-07: One year of specialized experience which includes experience in at least 2 of the following areas: (1) topographic surveying, (2) bathymetric surveying, (3) mapping, (4) mathematical computations, (5) assist with marking, investigation, and reestablishment of land and property boundaries, and (6) provide input for plats and legal descriptions for tracts of land. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). At least two of the six categories must be clearly documented in resume to be referred to the selection panel.
GS-09: Land surveying experience in support of activities concerned with land and property boundaries, preparing plat and legal descriptions for tracts of land, topographic mapping, bathymetric surveys, and performing structural monitoring. Utilize a variety of surveying equipment and related computer software to prepare field notes and describe performed findings. These examples are not all inclusive
GS-11: Land surveying experience concerned with establishing, investigating, and reestablishing land and property boundaries, preparing plats and legal descriptions for tracts of land. Experience as project leader on various land and mapping operations, performing geodetic surveys and topographic field mapping for various types of terrain and land forms, coordinate separate phase of survey projects These examples are not all inclusive
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, and any selective placement factors if applicable, by 09/01/2023.
Education
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
